Oxfam Novib's SAFE Unit develops and co-implements (influencing) programs on supporting people on the move and promoting safe and resilient communities, and upholds Oxfam's humanitarian mandate through program and proposal development, resource mobilization and grant management.
The SAFE Unit will be grant-holder and coordinate the implementation of the 15-month EU ECHO-funded project 'PARCEL Forward', which aims to transform humanitarian logistics through capacity sharing and local leadership. PARCEL (Partner Capacity Enhancement in Logistics) is a global humanitarian initiative that strengthens supply chain and logistics capacity across the humanitarian sector, with a focus on local and national humanitarian actors (LNHAs). PARCEL Forward, led by Oxfam in partnership with IRC, Plan International and IECAH, aims to consolidate, scale and institutionalise PARCEL globally, advance localisation, promote adoption of the Universal Logistics Standards (ULS), and sustain the PARCEL Network as a community of practice. The expected project start date is November 2026 (subject to donor confirmation).
Key responsibilities:
- Lead the planning, implementation, monitoring and delivery of PARCEL Forward, ensuring objectives, timelines and donor commitments are met.
- Coordinate collaboration across consortium partners, consultants, project support functions and external stakeholders.
- Serve as budget holder: budget management, forecasting, expenditure monitoring, financial analysis and donor financial reporting.
- Ensure full compliance with DG ECHO requirements, contractual obligations and organisational policies.
- Recruit, manage and support project staff and consultants.
- Steward the PARCEL Network as a globally connected, locally led community of practice, promoting participation and leadership of LNHAs.
- Represent PARCEL in humanitarian forums and partnerships, supporting advocacy, learning, sustainability and uptake of the ULS.
Requirements:
- Demonstrable experience managing complex humanitarian, development or multi-stakeholder programmes, including planning, implementation and risk management.
- Strong experience managing institutional donor-funded grants, preferably DG ECHO or other major humanitarian donors.
- Proven experience overseeing programme budgets, forecasts and financial reporting.
- Experience coordinating partnerships, networks, communities of practice or multi-country initiatives.
- Excellent programme and project management skills across multiple workstreams.
- Strong communication, coordination and stakeholder engagement skills across cultural and organisational contexts.
- Experience working with LNHAs and a commitment to localisation and locally led humanitarian action.
- Strong analytical and problem-solving skills.
- Excellent written and spoken English.
- Commitment to Oxfam's values, including social justice, gender equality, women's rights and feminist humanitarian principles.
- Able and willing to travel; strong cultural sensitivity and gender awareness.
Terms: one-year contract (including a 1-month trial period) with possible extension for the project's duration; scale 10, gross salary depends on working location. Based in the SAFE unit in The Hague, or another location where Oxfam has an office and can host staff (subject to right to work and project funding). Oxfam Novib cannot provide visa sponsorship; candidates should already have the right to work in the Netherlands or the EU/EEA.
