The Norwegian Refugee Council (NRC) is a global humanitarian organisation helping people forced to flee. Purpose of the role: The Logistics Technical Officer provides technical supervision and support to the day-to-day implementation of logistics functions in the Moldova Country Office.

Key responsibilities:

Provide logistics support to colleagues in the same function, develop logistics training, coach newly recruited logistics staff and contribute to induction of new staff.
Ensure adherence to NRC policies, handbooks, guidelines, SOPs and donor requirements, and implement NRC systems and procedures at country level.
Provide technical support in managing supply and logistics needs for operations in Moldova, including requisitioning, receiving, storing, issuing and delivering goods.
Technically supervise logistics officers (procurement, fleet, assets, stock).
Process assigned procurement requests up to the competitive bidding procedure and support requests above it.
Maintain paper and electronic records and update procurement trackers (PR and PO trackers, NTF, RFQ, Waiver, CFU, etc.).
Conduct market assessments and update the country vendor database, including Bridger checks and supplier due diligence.
Act as focal person for the Agresso procurement module, ETB, EFS, ECM and WMS; work on framework agreements (FWAs) with the Country Logistics Manager.
Ensure assets in Moldova are registered, tagged and regularly checked, and the asset registry is updated.
Provide anti-corruption, transparency and cost-efficiency focus in all processes; actively promote PSEA standards.

Requirements:

Experience as a Support Function Officer in a humanitarian or recovery context, and in complex and volatile contexts.
Documented results related to the position's responsibilities.
Fluency in written and spoken English and Romanian.
Previous experience in logistics with an INGO.
Ability to coordinate with multiple departments, solve problems proactively and share information in a timely manner.
Bachelor's degree or higher, preferably with 2 years of experience in logistics.
