Lutheran World Relief, part of Corus International, is hiring a Procurement and Logistics Officer for the RISE Fund project in Hanoi, Viet Nam. This is a regular full-time position with an initial term of 11 months, which may be extended subject to funding. The RISE project aims to strengthen disaster preparedness, governance and resilience in Viet Nam's most vulnerable provinces. It covers four components: emergency preparedness and coordination; shelter and relief support; health and WASH services; and protection and logistics.
The Officer is responsible for procurement, administration and logistics coordination to acquire goods and services that support high-quality programming, and ensures stewardship, integrity, transparency and accountability.
Responsibilities:
- Project operation support: coordinate project administration and logistics, including events, workshops, travel and meeting arrangements, minutes and documentation. Monitor implementation progress and follow up on action items. Provide finance support, including advance requests and consultant contracts. Maintain records of activities, attendance and expenditures. Join field visits and monitoring activities. Assist in planning and implementing capacity-building, training, workshops, events and campaigns.
- Procurement planning and operations: act as primary procurement focal point for RISE and coordinate end-to-end procurement with project staff, partners and suppliers. Support the Team Lead in developing and monitoring procurement plans. Review procurement requests for completeness and compliance and prepare documentation in line with LWR policies and donor requirements. Process procurement-related advances, accruals, payments and acquittals. Maintain complete procurement files that are ready for audit.
- Procurement compliance and vendor management: manage supplier relationships and contribute to performance evaluation. Prepare vendor setup forms, maintain vendor information in the system, and support the annual vendor performance review and procurement reporting.
Requirements:
- Bachelor's degree in Business Administration, Logistics, Supply Chain, Finance, Accounting, Economics or a related field.
- Minimum 3 years of progressive experience in administration, procurement, project and financial support, operations or purchasing.
- Experience in a development program, donor-funded project or international NGO.
- Experience using procurement and contracting applications.
- Strong understanding of procurement processes, policies and best practices; strong interpersonal, communication, negotiation, time management and teamwork skills.
- Proficiency in Office 365 (Word, Excel, SharePoint, PowerPoint).
- Professional fluency in English and Vietnamese.
- Authorization to work in Vietnam.
The role has no direct reports. LWR has an in-person work policy (Monday to Friday in the office), and the role requires travel as needed, sometimes to high-security-risk settings or places with very basic living conditions.
