Background: CRS is seeking candidates for an anticipated multi-country child development, care, and protection project. The project aims to strengthen national systems that protect vulnerable children, support families, and improve early childhood development through locally led and sustainable approaches. It will strengthen child protection systems, support families and caregivers, advance integrated early childhood health and development, and reduce reliance on residential care.
Job Summary: Act as the technical advisor, consultant, and leader for quality Monitoring, Evaluation, Accountability and Learning (MEAL) design on a large, complex, multi-country child protection systems strengthening and family care reform project. Develop, implement, and manage MEAL tools and methodologies. Manage and analyze data, lead milestone verification and reporting, provide technical assistance to strengthen government MEAL systems, ensure donor compliance, and support learning initiatives.
Key Responsibilities:
- Lead technical MEAL for the project throughout the program cycle, in line with CRS quality standards and donor guidelines.
- Develop, implement, supervise and strengthen data collection, management and reporting systems at community, structure and partner levels.
- Lead milestone tracking, verification, and reporting systems.
- Ensure harmonized monitoring, reporting, data management, and learning approaches across countries, partners, and technical workstreams.
- Provide technical oversight for measuring child protection systems strengthening, family strengthening, family-based care, safeguarding, and integrated early childhood development outcomes.
- Provide technical leadership to country-level MEAL staff, government counterparts, and local partners to strengthen and use national child protection, care, and ECD information and MEAL systems.
- Lead cross-country learning, knowledge management, and adaptive management; disseminate results and lessons learned to donors, governments, and partners.
- Oversee the identification, evaluation and strengthening of MEAL-related partnerships.
Basic Qualifications: Bachelor's degree in International Development, International Relations, Sociology, Statistics, MEAL, Data Science, Research Methods, Social Sciences or a related field; minimum 7 years of relevant experience; experience managing large, complex projects and MEAL programs; experience managing teams; strong grants management experience, preferably with multiple public donors; experience engaging partner organizations.
Preferred: Master's degree; international NGO experience; at least 3 years in MEAL; experience designing MEAL systems for child protection, family strengthening, family care reform or ECD; experience with multi-country and milestone-based awards; experience providing technical assistance to government data systems; proficiency in SPSS, Stata or R, and PowerBI.
Languages: Fluency in English required; Spanish or French is a plus. Travel up to 35%. No supervisory responsibilities.
