To expand our NTD team in Central African Republic, we are looking for an NTD Project Officer.

The position is a position with 40h/week.

This position is only filled locally. With contractual conditions of Central African Republic. An expatriation is not intended.

These are your responsibilities

Programme Planning
* Coordination of the inception phase (Month 1) and finalization of the operational plan and micro plans jointly with the National Programme and CBM colleagues.
* Elaboration of the community mobilisation plan.
* Develop and monitor project risk mitigation plan.
* Participate and contribute to the National Trachoma Task Force and other NTD coordination fora.

Programme Coordination and Implementation
* Provide day-to-day technical and operational support to the National Programme and district health authorities for the delivery of the TT surgical pilot.
* Ensure proper implementation of the logistics plan.
* Support forecasting, scheduling of expenditures and coordinate the payments.
* Coordinate and participate in surgical campaigns, surgical audits and post-campaign reviews.
* Oversee the implementation of Documented Full Geographic Coverage (DFGC) case-finding.
* Support the structured post-surgical follow-up (Day 1, 7-14 days, 3-6 months).

Programme Monitoring and Evaluation
* Implement project monitoring and evaluation in accordance with CBM systems, MoUs, and donor (ITI) requirements.
* Ensure routine data collection, entry, cleaning and storage are implemented in line with programme needs.
* Coordinate quarterly review meetings with the National Programme and CBM.
* Document operational learning throughout the pilot and contribute to the National TT Scale-Up strategy deliverable in Months 10-12.
* Produce technical reports for CBM as per the reporting schedule and review partner reports.
* Update technical data in CBM's PROMIS tracking system and ensure compliance and accuracy of records.
* Monitor expenditures, make variance analysis and corrective actions in close collaboration with relevant stakeholders.

Capacity Building
* Coordinate trainings, supportive supervisions and surgical audit logistics.
* Coordinate health worker sensitization and orientation meetings, training of Trichiasis Trachomatous finders.

Information, Communication and Advocacy
* Coordinate the implementation of the community sensitization and advocacy plan.
* Provide good-quality information, case studies and human-interest stories to support fundraising.
* Represent CBM at appropriate trachoma and NTD networks in coordination with the NTD Team Lead.
* Build and maintain working relationships with stakeholders at sub-district, district, and national levels.

Safeguarding
* Support the Team Lead in monitoring partner alignment with CBM safeguarding standards, report safeguarding issues.
* Participate in safeguarding training delivered by CBM and contribute to local rollout of safeguarding messaging during community sensitization activities.

These are your qualifications
* Tertiary qualification (Bachelor's or above) in public health, social sciences, development studies or equivalent.
* 3-5 years of proven experience implementing health programmes, preferably with demonstrated experience in NTDs, ideally including trachoma.
* Knowledge of current issues, best practices, and the local health system, particularly relating to neglected tropical diseases.
* Familiarity with national legislation and policies in the field of health and neglected tropical diseases.
* Good understanding of the four components of the WHO SAFE strategy, including WASH (F&E).
* Experience supporting Trachomatous Trichiasis (TT) surgical activities and contributing to TT surgical quality assurance is a strong asset.
* Experience in monitoring and evaluation, including routine data collection, data quality assurance, and use of data for decision-making.
* Experience in financial and resource management at project level.
* Experience working in fragile and/or conflict-affected settings.
* Excellent organisational, coordination and networking skills.
* Strong interpersonal skills and ability to work as part of a team.
* High level of professionalism, maturity and integrity when dealing with sensitive information and issues.
* Able and willing to travel in-country up to 40% of working days on average, with extended deployments of 2-4 weeks during the inception phase and surgical campaigns.
* Knowledge of and commitment to disability-inclusive development.
* Willingness to adhere and commit to CBM's Values, Safeguarding and Child Protection Policy.
