International Road Safety Audit Consultant to Support the Implementation of Road Safety Audits

 

REQUEST FOR EXPRESS OF INTEREST

 

INTERNATIONAL ROAD SAFETY AUDIT CONSULTANT TO SUPPORT THE IMPLEMENTATION OF ROAD SAFETY AUDITS, REFERENCE NO. CRRCIP-IC-017

 

The Government of Lao Peoples Democratic Republic (GoL) has received financing support from the World Bank's (WB) International Development Association (IDA) to implement the Lao PDR Climate Resilient Road Connectivity Improvement Project (CRRCIP), and intends to apply part of the proceeds for consulting services.

 

The proposed of Climate Resilient Road Connectivity Improvement Project (CRRCIP) seeks to build about 300 km of District Roads and Rural Roads in the poor districts of Khammouan, Savannakhet, and Saravan provinces. The MPWT in consultation with the DPWT of these three provinces had identified a long list of proposed roads. About 100 km of roads in each of the provinces will be selected from the roads in this longlist through a prioritization exercise based on aspects which include:

passing through a poor district - based on poverty headcount,

 

  •   criticality of the link for climate resiliency of the network,
  •  connectivity to agricultural areas,
  •   population served by the road,
  •  traffic level,
  • not passing through environmentally sensitive areas, and
  •  no resettlement of more than 200 people (or 40 households) and/or more than 40 households severely affected with 10 percent of productive assets owned by individual household lost in all three target provinces. The proposed project provides connectivity to National Roads and access to the east-west economic corridor between Vietnam and Thailand thus increasing market linkages and contributing towards greater economic gains to the local communities.

 

The CRRCIP now intends to engage a part-time, suitably qualified and experienced individual consultant, for the position of International Road Safety Audit. The Consultant shall work with the Department of Transaport, Ministry of Public Works and Transport (MPWT) and undertake tasks under Component 2 of the Project, as described in the Terms of Reference (ToR). This assignment is intended to be a part-time individual consultant contract with time-based payments. The estimated duration of the assignment is three (3) years. The Consultant is expected to provide a total input of approximately 100 working days over the assignment period, allocated as follows:

 

  • 30 days for the Design Stage Road Safety Audit;
  • 20 days for Road Safety Campaigns;
  • 20 days for the Pre-Opening Road Safety Audit; and
  • 20 days for the Post-Construction Road Safety Audit.

The CRRCIP now invites eligible individual consultants to indicate their interest in providing the Services. Interested Consultant should provide information (CV, Expression of Interest, other supporting information, if any) demonstrating that s/he has the required qualifications and relevant experience to perform the Services. In order to qualify for this position, the candidates shall meet the following experience and competence requirements :

 

Academic Background : Must hold at least a Master's degree in Civil Engineering, or Transport .

 

Accreditation : Possession of a formal road safety auditing certification from a recognized international accreditation organization is mandatory.

 

Advanced Studies : Relevant post-graduate qualifications in engineering or a related field will be an advantage.

 

Professional Affiliation : Membership in a professional roads or transport sector organization will be an advantage.

 

Core Seniority : At least 12 years of international work experience in road safety engineering, with a strong focus on international and regional projects.

Audit Expertise : A minimum of 10 years specifically conducting road safety audits across all project stages.

 

Technical Proficiency : Proven experience in identifying and treating "blackspots," managing road safety activities, and designing public awareness campaigns.

 

Recent Track Record : Successful completion of at least two similar assignments within the past five years.

 

Regional Context : Extensive experience working with national highway authorities in Southeast Asia with a strong preference for experience within Lao PDR.

 

Institutional Support : Experience providing high-level road safety management advice to senior officers and working on projects financed by International Financial Institutions (IFIs).

 

Language Skills : Proficiency in English is required, including excellent report writing and capacity-building communication skills. Professional fluency in both Lao and English is  an added advantage.

 

Software Mastery : Required proficiency in Microsoft Office 365.

 

Flexibility : A full willingness to travel to project provinces as needed for site inspections and coordination.
