The Government of Mozambique, represented by the Ministry of Transport and Logistics (MTL), has received financing from the World Bank toward the Mozambique Safer Roads for Socio-Economic Integration Program (SRSEI, Grant No. IDA-E0780) and intends to apply part of the proceeds for consulting services. The Ministry invites eligible individual consultants to express interest in the position of Social and GBV Specialist within the Project Management Unit (PMU). The Services involve providing technical assistance to the PMU and implementing entities (Technical Units/PIUs and sector agencies) in the design, implementation, monitoring, and supervision of social management instruments, including Resettlement Action Plans (RAPs), Resettlement Policy Frameworks (RPFs), Stakeholder Engagement Plans (SEPs), SEA/SH Action Plans to prevent and mitigate GBV, and Grievance Redress Mechanisms (GRMs), as well as drafting and consolidating technical progress reports. The Specialist will coordinate social activities at the sector level, analyze performance and risk trends, and anticipate and preempt issues such as delays in resettlement and compensation, community conflicts, recurring non-compliances, capacity weaknesses, and social/GBV/SEA/SH incidents through timely recommendations and corrective measures. The Specialist will support the development and continuous improvement of the PMU's social management system, defining procedures, tools, and reporting routines, identifying technical, institutional, and operational gaps, and proposing improvement measures at project sites to prevent or mitigate social risks and impacts. The expected duration is 24 months, with a 3-month probationary period; the contract may be renewed upon satisfactory performance.
