The Government of Somaliland has received financing from the World Bank toward the Enhancing Public Resource Management Project (SERP) and intends to hire an International Social Development Specialist to develop a lean, portfolio-focused coordination and performance management function that strengthens oversight, reduces implementation fragmentation, and promotes institutional learning across the World Bank-financed portfolio. Objective: The Social Development Specialist will provide portfolio-level advisory support on social risk management, stakeholder engagement, grievance redress, inclusion, GBV, SEA/SH risk monitoring, and social risk management systems strengthening, without substituting the implementation responsibilities of PIUs. Scope of work includes: supporting activities to manage social risks per the ESCP, ESMF, LMP and SEP; advising PIUs on stakeholder and community engagement; facilitating reporting of severe safeguard incidents and root cause analysis; developing training materials and building staff capacity; developing a social risk management tracking system across the portfolio; monitoring and reporting on grievance management, GBV and SEA/SH; participating in joint implementation and supervision missions including travel to project sites throughout Somaliland; supporting integration of E&S provisions into procurement; and consolidating lessons learned. Qualifications: An advanced degree in Law, Social Science, Political Science, Human Rights, Development Studies, Gender Studies or a relevant discipline; at least eight (8) years of experience in social development with focus on stakeholder/community engagement, inclusion, gender and GBV, grievance management, vulnerable/minority groups, disability, and displaced/refugee populations; familiarity with the World Bank Environmental and Social Framework (ESF); fluency in English required. The Specialist reports to the Head of CEPCU under the overall guidance of the Director General, MoFED. Duration: 12 months.
