The Government of Somaliland has received financing from the World Bank toward the Enhancing Public Resource Management Project (SERP) and intends to apply part of the proceeds to hire an International Procurement Specialist for the Center of Excellence for Portfolio Coordination Unit (CEPCU). The objective is to strengthen procurement performance, compliance, and fiduciary risk monitoring across the World Bank-financed portfolio through portfolio-level advisory support, monitoring systems, standardization of tools, and capacity strengthening.
Key responsibilities include: supporting systems for procurement planning, monitoring, and documentation (including PPSD and procurement plans); preparing consolidated annual procurement plans; establishing a simplified tracking system; assisting the PIU technical teams at all stages of procurement per World Bank Procurement Regulations; training and mentoring on Bank procedures; reviewing Bidding Documents, RFPs, SPNs, and REOIs; providing advisory support on ToRs, specifications, and other procurement documents; coordinating post-procurement reviews; maintaining a central filing system; handling procurement queries and complaints; identifying fraud/corruption risks and mitigation; monitoring contract management in STEP; and delivering hands-on knowledge transfer so government staff can independently assume roles by January 2028.
Qualifications: Advanced degree in Procurement, Business Administration, Accounting, Finance, Commerce, Engineering, or a relevant discipline; professional certification from CIPS or equivalent (ASCM CSCP/CPIM, ISM CPSM, ISCEA CSCM). A minimum of 10 years of relevant procurement experience, of which at least 7 years must be in public sector procurement under international guidelines (World Bank, African Development Bank, or UN), covering goods, services, and works. Experience working in a fragile state environment. Strong communication, interpersonal, and computer skills; fluency in English required. The consultant reports to the Head of CEPCU under the guidance of the Director General, MoFED. Duration of assignment: 12 months.
