RECRUITMENT OF A PACIFIC BEEKEEPING ENABLING ENVIRONMENT COORDINATOR
(CONSULTANT)
 
The Pacific Islands Forum Secretariat (PIFS) is inviting tenders from interested English-speaking applicants for the position of Pacific Beekeeping Enabling Environment (BEE) Coordinator (Consultant).
 
The overall objective of the proposed consultancy is to create an enabling environment for honey trade in the Pacific. The specific objective is to coordinate the Pacific Apiculture Value Chain Initiative and the BEE Project, and in particular:
  • Coordinate and deliver the funded BEE Project workplan (Outputs 1–3);
  • Manage the AsureQality (AQ) sub-contract for Outputs 1–2 to ensure timeliness, quality, and adherence to the budget;
  • Lead the direct implementation of Output 3 (regional governance/coordination);
  • Ensure full compliance with the Standards and Trade Development Facility (STDF)PIFS and Australian Government (DFAT)–PIFS grant agreements, serving as the primary donor contact (STDF) and designated contact (DFAT); and
  • Support resource mobilisation for the unfunded BEE Project workplan (BEE 4–9) and the overall expansion Pacific Apiculture Value Chain Initiative.
The ideal candidate should be proficient in English with recognised qualifications in agriculture/apiculture, veterinary/SPS, food safety, public policy/trade, and value chains.  Experience in coordinating and implementing programmes in apiculture/SPS/food safety or agro-value chains, preferably across multiple countries, is required. Applicants should have experience in contract management, grant management, international development, coordination of international partners, and project management. strong communication, diplomatic, advocacy, and resource mobilisation skills, and attention to detail, are necessary requirements for the role.

  • Are financially solvent and able to conduct business operations in a professional and successful manner;
  • Are not involved in any court proceedings which may affect their ability to conduct business or deliver the services tendered; and
  • Do not appear on the World Bank’s listing of ineligible firms.

Bid Submission Requirements
 
Bidders must include the following documents with their proposal:
  • Certified copy of business registration or a written confirmation from the relevant local authority in Fiji authorizing the establishment or conduct of business in Fiji or confirming that no such authorization is required.
  • Notarized Power of Attorney authorizing the signatory to commit the bidder and, if awarded, to sign the contract. For joint ventures:
  • Notarized undertaking confirming joint and several liability and nominating an authorized representative; and
  • Certified copy of the JV Agreement or a Letter of Intent with draft agreement.
  • Evidence of qualifications, experience, resources, and financial/technical capacity, including a record of successful performance.
  • Documentary evidence that any goods, equipment or hardware offered conform to technical specifications and are consistent with good industry practice.
  • Copies of relevant insurance policies (own risk and public liability). If unavailable at bid closing, certified copies must be submitted within 30 days of contract signing, if awarded.
Instructions to Bidders – Eligibility
 
To be considered, bidders must meet the following basic eligibility criteria:
  • Bidders may be individuals, private companies, government?owned entities, or joint ventures.
  • Participation in this bidding process is open to bidders who hold the nationality of a Pacific Islands Forum Member Country. This requirement reflects the regional mandate of the Secretariat and ensures that procurement opportunities are aligned with the objectives of the Pacific Islands Forum, that is, serving its Member States.
  • Bidders must not have been convicted of offences involving dishonesty, corruption, or anti?competitive practices, nor suspended or debarred from procurement participation.
  • Bidders must have no conflict of interest with firms engaged by the Secretariat in preparing tender documents or managing the contract.
  • Only one bid may be submitted per bidder.
  • Bidders sanctioned or declared ineligible for PIFS, or donor?funded contracts are not eligible.
  • Any subcontractors must be disclosed and confirmed to be in good standing, including compliance with tax and fee obligations in their home country.
In addition, bidders will be disqualified if they, or their agents, subcontractors, or affiliates, engage in any of the following practices:
  • Corrupt practices – offering, giving, receiving, or soliciting anything of value to improperly influence another party.
  • Fraudulent practices – misrepresentation or deception intended to gain advantage or avoid obligations.
  • Collusive practices – arrangements between parties to improperly influence outcomes.
  • Coercive practices – harming or threatening to harm a party or its property to improperly influence actions.
  • Obstructive practices – impeding investigations or audits, including falsifying evidence or intimidating witnesses.
The Secretariat may reject bids, cancel funding, or impose sanctions (including suspension or debarment) if such practices are detected at any stage of procurement or contract execution.
 
Deadline for Submissions:
The deadline for submissions is 11.59 pm on 14 August 2026 (Fiji time). 
 
Late or incomplete tenders will not be considered.
