The Asia Foundation (TAF) is seeking an experienced and dynamic Deputy Country Representative (DCR) to help lead its Timor-Leste office in Dili. Reporting to the Country Representative, the DCR plays a pivotal leadership role across both operations and programs — ensuring strong organizational systems, high-quality program delivery, and the continued growth of TAF's portfolio and people. In Timor-Leste, TAF partners with government, civil society, the private sector and communities across governance, gender equality and disability inclusion, ending violence against women and children, labor mobility, security and justice, knowledge sector, and economic development.
Key responsibilities: Strategic leadership — contribute to office-wide strategic planning, programs, and operations; engage diverse stakeholders to identify emerging trends and programming opportunities. Operations — develop and track office-wide operational budgets; oversee the operations team ensuring compliance with grant, contract, and financial policies, personnel management, safeguarding, and risk management. Programs — provide thought and technical leadership, directly manage projects across the full program cycle, lead fundraising and proposal development, and oversee high-quality program reports. Supervision — recruit, train, supervise, and develop staff using a mentoring approach. Representation — assist the CR in maintaining relationships with government, donors, diplomatic missions, and NGOs.
Requirements: Master's degree or equivalent advanced degree; 10+ years of relevant professional experience including team leadership, program development and management in international settings; experience in operations management (personnel, finance, administration), program design and implementation, grants management, and monitoring, evaluation and learning. Excellent oral and written communication skills in English and Tetum required; Indonesian and/or Portuguese an asset. Strong strategic, analytical and problem-solving skills, and a commitment to gender equality and social inclusion.
