Under the guidance and supervision of the ICLEI World Secretariat, the objective of this consultancy is to develop a knowledge product on sustainable energy use in public buildings that examines the applicability of the concept of Positive Energy Buildings (PEBs) to the Southeast Asian region, with particular emphasis on Malaysia and Indonesia, and serves as a practical guide to implementation.
Scope of work includes development and drafting of one knowledge product of roughly 30–40 pages covering: background/scene-setting on building energy concepts (zero-emissions buildings, green buildings, etc.); one section on Indonesia (~15 pages) covering building energy policy at national and subnational levels, practical implementation measures, and innovative financing options for LRGs; one section on Malaysia (~15 pages) with similar coverage including Melaka State emphasis; case studies from Indonesia, Malaysia, and an international example; and a conclusion on future prospects for PEBs in Southeast Asia.
The primary target audience is local and regional governments (LRGs), building sector stakeholders, and policymakers in Indonesia and Malaysia. An English version is required; a regional language version (Bahasa Indonesia or Bahasa Malay) is strongly recommended. Infographics and visual aids are encouraged.
