Terms of Reference for a Network Development Consultant to run and strengthen the Eurasia Network to End Violence against Women, a network of over 100 individuals and organizations from 14 countries across Europe and Central Asia established by Equality Now in 2019. Period: 1 August 2026 – 31 July 2026; 20 working days; individual consultancy (services contract) of $6000. The consultant reports to the Equality Now Eurasia Representative and must be based in a former Soviet Union country able to work within the UTC+3 time zone.
 
The role has two equally important sides. Workstream A – running and strengthening existing activities: producing the Network newsletter, organising and facilitating regular online meetings, member coordination and engagement, internal/external communication, and maintaining records and institutional memory. Workstream B – envisioning and developing the Network: building strategic partnerships, analysing the Network's strengths and gaps, generating original proposals for its development, piloting and delivering new initiatives, facilitating governance and shared-leadership discussions, developing sustainability and fundraising ideas, and producing a Network development roadmap. Workstream C – co-designing, facilitating, documenting and following up the two-day in-person convening planned for October 2026.
 
Essential requirements: demonstrated experience in network or coalition development, movement building or facilitation of civil society networks; a track record of generating and delivering original ideas, ideally in women's rights or human rights; strong knowledge of women's rights and gender-based violence and familiarity with the Eurasia region; proven participatory facilitation skills; excellent written and spoken Russian and English; awareness of digital security and safe organising in restrictive contexts; and the ability to work independently. Desirable: existing relationships with women's rights organisations in the region and experience supporting fundraising, sustainability or governance for networks.
