Finance Officer - Venezuela Earthquake Response
6-month Fixed Term Contract. Full time. Hybrid working (2 days per week in the office)
Location - Bogota, Colombia (with travel to Venezuela)

About the role
Reporting in to the Finance Manager for Latin America and Caribbean region, the Finance Officer - Venezuela Earthquake Response will provide dedicated financial capacity to Christian Aid's response to the Venezuela earthquakes of 24 June 2026, ensuring effective, transparent and compliant management of funds received through the Christian Aid (CA) Appeal and the Disasters Emergency Committee (DEC) Appeal.
Based in Bogotá and working within the Latin America and the Caribbean Multi-Country Cluster (MCC), the post holder is responsible for budget management, donor financial reporting, partner financial monitoring and compliance across the response portfolio, including regular monitoring visits to Venezuela.
The role works closely with implementing partners and ACT Alliance members to strengthen financial management capacity and to ensure that all funds are used accountably, in line with Christian Aid, ACT and DEC policies and procedures, in support of communities affected by the emergency.
Some of the main areas of responsibility for the Finance Officer -Venezuela Earthquake Response include:
- Proactively ensure effective financial management and compliance of all funds within the Venezuela earthquake response portfolio (including DEC funds, and Christian Aid's own funds) in line with Christian Aid, ACT Alliance and DEC financial policies, procedures and reporting frameworks.
- Lead the preparation, reconciliation and timely submission of donor financial reports, including DEC reporting and ACT Alliance appeal reporting, ensuring accuracy and consistency with narrative and log frame reports.
- Develop, monitor and regularly review response budgets and forecasts with the programme team, flagging variances and recommending corrective action in agreement with the line manager.
- Review partner budgets, funding agreements and financial reports; verify compliance documentation prior to fund transfers and ensure all documentation is accurately logged on iPIMS.
- Conduct in-country monitoring visits to Venezuela to verify partner expenditure, supporting documentation, procurement processes and internal controls, in line with agreed security protocols and travel clearances.
- Provide capacity building and accompaniment to implementing partners in budgeting, financial reporting, procurement and donor compliance, from a localised, partnership-led approach.
- Monitor financial and procurement compliance obligations across the response contract portfolio, including tracking of reporting deadlines, co-financing requirements and audit preparedness.
- Coordinate on appeal finance matters with ACT Alliance forum members and consortium partners operating in the response, promoting transparency and coherence in financial coordination.
- Work in collaboration with the MCC Finance and the Restricted Funds Manager to ensure response finances are accurately reflected and reconciled in Christian Aid's accounting and budgeting systems and to ensure funding flow from DEC is timely for programming needs and CA code balances.
- Support internal and external audits of the response (DEC, ACT and statutory), ensuring documentation is complete, filed and audit-ready.
- Identify and escalate financial and compliance risks to the line manager and MCC senior management, contributing to the donor portfolio risk management framework.
About you
Who we are looking for:
Essential:
- Degree or equivalent qualification in a relevant discipline: Finance, Accounting, Economics, Business or related field.
- Minimum 5 years of experience as a Finance Officer or in an equivalent role, supporting donor-funded humanitarian or development programmes in Venezuela, preferably within an NGO/INGO context.
- Substantial experience of budgeting, financial monitoring and donor reporting for programmes funded by institutional donors and pooled appeal mechanisms; direct experience of DEC and/or ACT Alliance appeal funding is a strong advantage.
- Substantial experience of partner financial monitoring, due diligence and grant compliance processes, including field verification visits.
- Detailed understanding of financial principles, processes, controls and systems; highly numerate with strong Excel skills.
- Understanding of humanitarian financial management challenges in complex and access-constrained environments; familiarity with the Venezuelan operating context is desirable.
- Developed decision-making skills, including working under high pressure and to tight reporting deadlines.
- Developed communication, negotiation and relationship-building skills for engagement with partners at all levels, from a decolonised and localised approach.
- Fluency in both Spanish and English (written and spoken) is required.
- Willingness and ability to travel regularly to Venezuela, subject to security clearance and protocols.
Desirable:
- Experience of working within ACT Alliance coordination structures or consortium-based responses.
- Experience of computerised accounting and grant management systems (e.g. SUN, Adaptive, iPIMS or equivalent).
- Knowledge of cash and voucher assistance (CVA) financial and compliance considerations.
