Emergency Programme Officer - Venezuela Earthquake Response

6-month Fixed Term Contract. Full time. Hybrid working (2 days per week in the office)

Location - Bogota, Colombia (with travel to Venezuela)

Salary - Competitive

 

This position will be filled under a Colombian national contract. Applicants must either hold Colombian citizenship or possess a valid work permit authorising them to work in Colombia. Christian Aid is unable to sponsor work visas for this role.

About the role

Reporting in to the Humanitarian Lead, the Emergency Programme Officer - Venezuela Earthquake Response will be responsible for supporting and managing Christian Aid partnerships and programmes within the Venezuela earthquake response, including the effective disbursement of funds to implementing partners and recommending grants to partners.

 

The role will contribute to the implementation of Christian Aid's response strategy in line with Christian Aid's humanitarian signature and partnership-led model. To represent Christian Aid in coordination meetings and forums relevant to the response, including ACT Alliance coordination spaces.

 

The post holder will engage with and support communications, fundraising and institutional donor engagement for the response.

 

  • Some of the main areas of responsibility for the Emergency Programme Officer - Venezuela Earthquake Response include:
  • Ensure projects are delivered on time and in compliance with project agreements and with Christian Aid, DEC and ACT Alliance financial policies, procedures and reporting requirements.
  • Support the grant management process, including partner due diligence, POCRA, bank account validation, grant set-up and transfers, ensuring all documentation is accurately logged on Christian Aid's programme management information system (iPIMS).
  • Support the development of DEC plans and reports for the response and of CA Appeal reporting, submitted within the agreed schedules and consistent with financial reports.
  • Document programme impact using Christian Aid's monitoring, evaluation and learning systems and processes, including field-level verification in Venezuela where access and security allow.
  • Deliver two-way partner capacity building, accompanying partners from an equitable, localised and partnership-led approach.
  • Support the establishment and monitoring of community accountability mechanisms, with support from Christian Aid accountability staff.
  • Effectively coordinate technical support provided to partners by technical advisors, Humanitarian Leads and other key stakeholders.
  • Support the completion, sign-off and implementation of response strategy documents (Rolling Plans).
  • Represent Christian Aid in coordination meetings and forums relevant to the response, including ACT Alliance forum and cluster coordination spaces.
  • Develop and support internal communications on the response, including situation reports (SitReps) and updates for internal platforms.
  • Organise response coordination and operational meetings, ensuring minutes are documented and filed appropriately.
  • Capture and disseminate key lessons and knowledge from the response to relevant stakeholders, contributing to institutional learning.

 

About you

Who we are looking for

Essential:

  • Practical experience and skills in grant management, budget control procedures and compliance mechanisms.
  • Experience of working with local partners; knowledge of locally led approaches is a strong advantage.
  • Knowledge and understanding of working with donor requirements, in particular reporting and planning; knowledge of DEC requirements is a strong advantage.
  • Demonstrated Monitoring, Evaluation, and Learning (MEL) skills with knowledge of Theory of Change, Log frames and Results Based Management.
  • Familiarity with programme cycle management approaches and tools, including participatory planning, monitoring and evaluation.
  • Knowledge of emergency relief, preparedness and humanitarian aid, and their link to development work.
  • Strong knowledge of accountability, cash programming, safeguarding, and Gender Equality and Social Inclusion (GESI).
  • Fluency in both Spanish and English (written and spoken) is required.
  • Willingness and ability to travel regularly to Venezuela, including for extended periods, subject to security clearance and protocols.
  • Ability to work from own initiative and under pressure; adaptable, flexible, and interested in learning.

 

Desirable:

  • Experience working directly with local organisations through equitable partnership.
  • Experience of supporting humanitarian programmes and teams.
  • Experience of working in Venezuela and/or knowledge of the Venezuelan operating context.
