Context
The International Institute for Democracy and Electoral Assistance (International IDEA) is an intergovernmental organization of 35 member states, with a mission to support sustainable democracy worldwide through policy-relevant knowledge, capacity development, advocacy, and the convening of dialogues. The Institute pursues this mission by developing, sharing and enabling the use of comparative knowledge to reform-makers, combining research, global knowledge tools, and technical assistance to support democratic reform and influence policies and politics at the national and global level.
The Regional Europe Programme (REP) has a strategic objective to support democracy in Europe, with an emphasis on Eastern Europe and the Western Balkans. In Ukraine, International IDEA aims to support state and civil society organizations in enhancing the resilience and quality of democratic institutions and processes. Key areas of our engagement relate to electoral processes and political finance, parliamentary strengthening, and promoting the expertise and capacity of civil society organizations to participate in decision-making processes.
International IDEA programming in Ukraine has expanded significantly. The Programme's key areas of focus are provision of support to parliamentary strengthening and to enhancing electoral integrity; other areas of work may include activities to foster greater civic engagement in democratic processes, support to strengthening the culture of constitutionalism, digitalization, promotion of gender equality and women's participation in political and public life.
The Monitoring, Evaluation, Learning and Reporting Officer will provide monitoring, evaluation and learning expertise, gender and inclusion advisory support, ensure compliance of project activities with contractual requirements, and contribute to institutional cooperation processes with state authorities. The incumbent will provide subject matter expertise and technical oversight to ensure successful implementation of multiple Ukraine activities, and will work in close collaboration with Stockholm-based MEL officer and with Ukraine-based project teams.
Duties and Responsibilities
Monitoring, Evaluation, Learning and Reporting
* Supports the design, operationalization and implementation of monitoring, evaluation, learning and reporting systems across programmes and projects, ensuring alignment with organizational policies, donor requirements and institutional standards;
* Develops and advises on theories of change, results frameworks, indicators, performance measurement plans and reporting frameworks, including the integration of gender-sensitive, inclusive and disaggregated indicators;
* Provides guidance on data collection methodologies, monitoring tools, reporting templates and evaluation approaches to ensure data quality, ethical standards, consistency and usability for decision-making and accountability;
* Conducts and coordinates data collection, validation, analysis and documentation, and ensures that monitoring data and evidence are systematically maintained in a timely, accurate and audit-ready manner;
* Prepares narrative reports to donors and coordinates the preparation of financial reports to donors, ensuring consistency, quality and compliance with donor and institutional requirements;
* Supports the preparation of periodic, annual and final programme and project reports by consolidating evidence on outputs, outcomes, lessons learned, challenges and adaptive measures;
* Leads or supports analysis, reporting and learning processes, using monitoring and evaluation findings to inform adaptive management, programme improvement, strategic decision-making and accountability;
* Supports programme teams on the integration of gender-responsive, intersectional and results-based approaches across the full programme cycle, including design, implementation, monitoring, evaluation, learning and reporting;
* Serves as a senior subject-matter expert, providing technical leadership, quality assurance and strategic guidance to support effective implementation, evidence-based decision-making and strong results reporting.
Capacity Development and Technical Support
* Provides technical guidance, capacity-building and support to programme staff, consultants and partners;
* Strengthens the capacity of programme teams and partners to collect, manage, analyze and report data in line with agreed indicators, donor requirements and organizational standards;
* Contributes to the development and delivery of activity assessment and knowledge products related to monitoring, evaluation, learning, reporting and results-based management;
* Supports internal coordination by providing technical expertise to planning, decision-making and adaptive management processes, including the integration of gender considerations.
Institutional Liaison and Stakeholder Engagement
* Works closely with state institutions, electoral bodies, civil society organizations and other stakeholders to design, implement and strengthen gender-responsive and results-oriented monitoring, evaluation, learning and reporting frameworks for democratic processes;
* Supports effective collaboration with public authorities and partners by generating evidence-based, gender-sensitive findings, lessons learned and recommendations to inform policy development, programme design and operational decision-making;
* Leads and contributes to the collection, analysis and use of sex-disaggregated and inclusion-focused data to assess progress on gender equality, women's political empowerment and inclusive governance outcomes;
* Represents International IDEA in meetings, consultations and working groups related to monitoring, evaluation, learning, reporting and results-based management, ensuring that gender equality and inclusion are systematically integrated.
