Overview of position
The MAOS Officer will be responsible for the administration and management of the work in support of activities related to Operations, Quality Management in Mine Action and Capacity Development including Landmine/Explosive Ordnance (EO) threat analysis, operational planning and development of the national staff capacity. The role of the officer is not to police the implementing partners’ operational activities, but to contribute positively and fairly on how mine action tasks can be accomplished efficiently

Role objectives
S/he is responsible for the provision and implementation of the following main duties:
• Ensure on behalf of our client that all Mine Action activities are conducted in accordance with the National Technical Standard Guidelines (NTSG) and the International Mine Action Standards (IMAS) and implementing partners’ SOPs.
• Directly reporting to our client Chief of Operations, Deputy Chief of Operations and Compliance and Coordination Officer(s).
• In line with delegation of responsibilities, provide timely technical support and guidance to a Field Coordinator and the sub-office he/she has been assigned to.
• Responsible for overseeing the operations conducted by our client Implementing Partners that he/she has been assigned to, as well as for their activities in respective Area of Responsibility (AoR).
• Ensure administrative responsibilities that he/she has been assigned to, such as Operational Trackers, are timely completed and accurate.
• Participate in the annual review of the South Sudan National Technical Standards and Guidelines (NTSGs) by conducting a thorough analysis and provide credible feedback to ensure the document remains relevant to the South Sudan operational context.
• Responsible for monitoring activities of other Mine Action partners (NGOs) he/she has been assigned to, to assure they remain NTSG compliant; and provide coordination or support if requested, in case of security incidents or Casualty Evacuation (CASEVAC).
• Where applicable, in Field Coordinator’s absence, provide coverage for the respective sub-office and act as our client focal point, responsible for liaison with and support to any relevant UN Mission in South Sudan (UNMISS) department, Humanitarian Agencies and other parties.
• Periodic review of the IMSMA database for the respective area of responsibility to ensure that the data thereof is accurate and remains to the AOR.
• Monitor security situation and conduct risk assessments when required; report to our client Operations Management and where applicable, advise respective Field Coordinator.
• Based on an agreed work plan and emerging priorities, conduct operational tasking for the teams contracted by our client and ensure operational activities are in line with Implementation Plans (IPs) and operational efficiency is maintained throughout the process.
• In conjunction with our Client Operations Management plan monitor trainings, accreditations and external monitoring of operational activities, task completions and any other activities as part of QM process.
• Conduct analysis of implementing partner’s performance and reported outputs, including monitoring and evaluation of our client Implementing Partner’s Daily Progress Reports (DPR), UXO/Survey reports, Demolition Plans and similar formal reporting.
• Keep abreast of IMAS, NTSGs and the SOPs of all our client Implementing Partners working in South Sudan, but also with task-specific Implementation Plans.
• Where applicable, work with respective Field Coordinator and adequately respond to a range of logistical and support activities in their respective AoRs. This involves periodic logistical checks, Implementing Partner’s Minimum Equipment List (MEL) checks, fill in and approval of Movement of Personnel (MOP) documents, Cargo Movement Request (CMR) documents, submission of Logistics Requests and similar.
• Where applicable, attend any relevant UN and Humanitarian Meetings.
• Ensure any feedback from respective Field Coordinators related to support to the UN Mission is conducted as priority. Such requests may relate to providing Explosive Ordnance Risk Education (EORE) to the UN staff and humanitarian personnel, conducting various clearance activities in support of UN, joint patrols with UN troops, management of destruction of UN Troop Contributing Countries (TCC) unserviceable ammunition (the list is not exhaustive).
• Ensure any relevant daily, weekly and ad hoc reporting is submitted to our client on time.
• Ensure consistent effort is applied on capacity development of the CTG and our client national staff as well as relevant National Mine Action Authority (NMAA) personnel, as required by our client.
• Support the Field Coordinator in conducting quarterly personnel evaluation reviews of national staff in the respective area of responsibility.
• Participate in any board of inquiry to investigate any incident or accident to which assigned.
• Perform other tasks as directed by our client Operational Management.

Key competencies
• Specific competencies in any related field such as application of Ground Penetrating Radar detection systems in conventional landmine clearance, linear clearance drills, mechanical clearance, Mine Detection Dogs (MDD), and alternate disposal techniques such as pyrotechnic torches or disruptors will be considered additional skill and suitability for the position.
• Experience in capacity-building is desired.
• Experience with training foreign nationals in mine clearance or EOD techniques is desired.
• Experience in conducting security analysis and risk assessments is desired.
• Knowledge of the UN system and UNOPS procedures is desired.
• Computer literacy, experience of using MS Office and IMSMA is required.
• Capability to drive 4x4/off-road vehicles is a required.

Further information

Education:
• An Advanced University Degree (master’s degree or equivalent) and a minimum of 5 years of relevant experience; OR
• A First Level University Degree (bachelor’s degree or equivalent) with a minimum of 7 years of relevant experience; OR
A High School Degree (or equivalent) with military or police experience may be accepted with a minimum of 11 years of relevant experience

Work experience:
• Relevant experience is defined as experience in Mine Action operations management, gained within the fields of commercial mine action or humanitarian mine action for conventional land release methodologies of Landmine Clearance, Explosive Ordnance Disposal (EOD) and Battle Area Clearance.
• A minimum of 3 years of proven and applicable experience (within the past 10 years) in Humanitarian Mine Action, including Land release, NTS, TS, BAC, minefield clearance is required.
• A minimum of 3 years of proven and applicable experience (within the past 10 years) in Explosive Threat Mitigation, including EOD (Single/Multi/Bulk)) is required.
• Experience in the QA and QC processes regarding humanitarian mine action is required
• Experience in Road clearance is desired.
• Experience in Mechanical & Rubble Clearance, including Mechanical clearance, Mechanical ground preparation, Mechanical-assisted clearance, Rubble removal, clearance and management is desired.
• Experience in legacy improvised explosive devices disposal (IEDD) is desired.
• Experience in managing the destruction of stockpiled small arms ammunition is desired.
• Experience applying Internation Mine Action Standard (IMAS) is required
• Experience using information management systems such as Information Management System for Mine Action (IMSMA) is required
• Experience working in post conflict Sub-Saharan Africa countries is desirable

Languages:
• Fluency in English (read, write, and speak) is required
• Fluency in another official UN language is desired
