COOPI is looking for a Project Administrator in the DRC
Present in the DRC since 1977, COOPI has greatly increased the number of its interventions in the country, in response to the conflicts of the last 20 years. Starting in Kivu, where the first intervention took place, COOPI's activities have been extended to most crisis areas, in order to implement emergency programs for the benefit of displaced populations and victims of war, with a particular focus on nutrition, food security and child protection. In the provinces emerging from the crisis, COOPI is committed to the implementation of multi-year projects in order to ensure a transition from emergency to development and to guarantee harmonious and sustainable development. COOPI promotes a relevant response to the needs of local populations through a coordination structure in Kinshasa and various operational bases in the provinces. Each year, COOPI implements a dozen projects with funding from the World Bank, the European Union, AICS, the ICC and UN agencies.

Purpose of the position
The Project Administrator ensures the proper administrative and financial management of the projects supported by COOPI, supervising the economic, financial and human resources aspects in accordance with the legal provisions in force in the country. He actively participates in the risk management (security, health, fraud/corruption, PSEA, etc.) of the local projects and partnerships he supervises.

Responsibilities
Administrative/financial management
• Ensure the proper management of project accounts in accordance with the procedures of COOPI and donors;
• Ensure the proper management of the cash flow and the bank account of the projects and the monthly reconciliation (physical and with the accounting software) in cooperation with the project manager;
• Ensure the regular updating of project financial data in accordance with the financial data of the country administration;
• Verify with the Project Manager, and submit to the Country Administrator, the consolidated monthly expenditure forecasts for the monthly funding request
• Ensure the regular updating of the project's accounting and IT tools to allow the monitoring and control of expenses;
• Ensure the financing of projects through the funding forms, respecting the expenditure forecasts developed and soliciting those of the consortium partners;
• Oversee the payment of monthly taxes and social security contributions;
• Ensure the transfer of administrative, accounting and financial instructions between project managers and accounting assistants;
• Ensure budget changes and modifications, in cooperation with the Project Manager, National Administrator and Programme Coordinator;
• Ensure the preparation of interim and final project financial reports in cooperation with the Project Manager, under the supervision of the National Administrator;
• Ensure the paper and electronic archiving of administrative and accounting documents related to the project.
Logistics management
• Ensure the regular verification of procurement and procurement operations in close collaboration with the Country Logistics Coordinator, in accordance with the procurement plan in compliance with the procedures of the donor and COOPI;
• Ensure the control of supporting documents, contracts with suppliers;
• Verify compliance and compliance with tax law.

HR Management
• In collaboration with the Human Resources Administrator, ensure the administrative management of the national project staff in accordance with the country's Labour Code and the COOPI Human Resources Manual;
• Supervise and train national administrative staff assigned to projects in cooperation with the Project Manager;
• Participate in and supervise the selection of national accounting and administrative staff;
• Ensuring the evaluation of its national administrative staff;
• Ensure, in collaboration with the Human Resources Manager and the Project Manager, the compliance of procedures regarding: recruitment of local staff, drafting of terms of reference and contracts, description of roles, payroll and payments, follow-up of leave, absences, evaluations, disciplinary measures and individual requests;

Candidate Profile
ESSENTIAL
• Higher education (diploma) or equivalent with experience in the field of economics and finance, development cooperation, international relations or project implementation at international level;
• At least two years of experience in economic and financial project management and accounting in NGOs;
• Fluent knowledge of French, both written and oral;
• Proficiency in common software (Word, Excel, Power Point);
• Experience in the use of accounting databases;
• Experience in financial reporting and internal control management;
• Organizational skills and ability to work in a team;
• Ability to work under pressure, independently and in often uncomfortable environments;
• Ability to work in a sensitive and complex political and security environment and in a multicultural environment;
• Interest and motivation to work in an NGO in line with its values and principles.

DESIRABLE
• Experience working in Africa and/or in conflict/post-conflict contexts is an advantage;
• Knowledge of Italian, both written and oral, is preferred;
• Previous experience with COOPI and knowledge of its procedures.
