Logistics Workforce Unit Coordinator (x/f/m) – Brussels – MSF Belgium
CONTEXT
At MSF, Logistics aims to provide a safe, functional, and effective care environment for our patients, the populations we assist, and our teams through a pragmatic and solution-oriented approach.
Our work involves engineering appropriate solutions that connect medical activities (grouped into Logistics Intervention families) and operational and contextual parameters with technical expertise in medical equipment management, construction, shelter, energy, HVAC, cold chain, motorized fleet, telecommunications, GIS, air operations, and more. Given the diversity and constant evolution of MSF's operations, Logistics teams are continuously adapting and innovating to meet complex and shifting needs.
The HQ Logistics Department is structured into three units: the Logistics Support Unit (LSU), the Logistics Workforce Unit (LWFU), and the snit (LKMU).
Together, they ensure that Logistics remains aligned with MSF's humanitarian mission and responsive to evolving operational needs in a rapidly changing technological and global landscape.
As the Logistics Workforce Unit Coordinator, you will lead the LWFU, which tailors HR and learning strategies to the specific realities of the logistics workforce, aligning recruitment, development, and career paths with operational needs while fostering diversity, equity, and collaboration.
The LWFU operates at the intersection of Operations, P&W (People and Workforce) and Logistics governance streams. It acts as a structural translation layer, ensuring alignment between operational realities, staffing decisions and technical expectations. As LWFU Coordinator you are part of the Management Team of the Logistics department, under the line management of the Logistics director.
MAIN RESPONSIBILITIES
Team management
* Lead, supervise (line management), and support:
* a Workforce Referent
* a Logistics Mentoring and Development MIO
* Ensure information sharing, and alignment on initiatives and priorities with the functionally managed staff and their line managers:
* Logistics pool managers (2)
* Logistics Learning Partner and Logistics & ICT Referent
* Plan and follow up the unit's resources regarding line-managed staff and budget
* Grow and sustain safe spaces within the team for feedback, exchanges, and discussions
* Ensure adequate information management within the team: clear repositories for working documents / publication of documents, follow-up of activities, and dissemination of achievements
Coordination of unit activities
* Ensure effective coordination of the unit's activities and alignment of its objectives and activities with the overall Logistics Department objectives and action plan. Together with the team, translate these objectives into actionable, measurable and visible outputs with clearly defined deliverables
* Define, prioritise, plan, implement and disseminate the unit's activities across its five pillars, in line with the unit's mandate, current objectives, and the needs expressed by Operations and the Log Department, ensuring alignment with P&W frameworks and processes:
* Talent Acquisition: Ensure that MSF attracts and recruits qualified individuals who can contribute to the Logistics goals and the operational ambitions in their project/mission, through a standardized, transparent, and equitable process
* Data Analysis: Define workforce-related data needs, metrics, KPIs and analytical requirements; analyze workforce-related insights to enable the Logistics and P&W departments to make evidence-based strategic decisions and monitor progress toward workforce-related goals
* Professional Development: in collaboration with the Learning & Development (L&D) unit, support and ensure that learning and development opportunities match with workforce needs and departmental priorities
* Direct support to LSU: Support LSU to enhance workforce effectiveness and efficiency in achieving operational objectives
* P&W collaboration & alignment:
* Collaborate with the P&W department to analyze workforce related-insights (both vertical and quality-oriented), identify trends, and promote the use of reports and analytical tools that inform decision-making and strengthen workforce management
* Ensure alignment between P&W activities and initiatives and the Logistics department strategic goals and objectives. This ensures that human resources support the broader mission and vision
* Facilitate, develop, sponsor and scale transparent and transferable pilot projects, developed in response to operational needs, to explore, test and document P&W processes, analytical tools and L&D strategies, ensuring that the lessons learned are shared across relevant stakeholders
* Ensure close coordination with the Logistics Knowledge Management Unit (LKMU) to guarantee coherence, capitalization and integration of LWFU outputs across the Logistics knowledge management ecosystem, and to ensure that staffing, including the embedding of workforce insights, frameworks and analytical outputs within Logistics knowledge assets and underlying data systems
Collaboration with the P&W department
* Build and sustain working relationships and synergies with the OCB P&W department, in HQ and partner sections, ensuring that the unit works in close coordination and doesn't function in isolation.
* Ensure that Logistics priorities, perspectives, stakes and challenges are adequately represented in the appropriate P&W platforms, and that the LWFU outputs contribute meaningfully to the continuous improvement of OCB P&W processes.
* Facilitate transversal platforms established by the unit, such as:
* The LSU/PM (Pool Manager)/LWFU platform, a forum to share information on Logistics pool management, align on challenges and opportunities between operational demand and pool management, to take a step back on Logistics pools, to identify and support talent spotting, and to leverage collective intelligence to drive improvements
* The Logistics DA (Development Advisor) / Recruiters / PM / LWFU platform, a space bringing together the Development Advisors & Recruiters from OCB sections and aiming at getting to know each other, improving information sharing and understanding each other's challenges to see how to overcome them together
* Ensure strong collaboration with the HR Ops Hub, creating links with the relevant POD leads and contributing to the strategic processes impacting the Logistics Workforce, thereby ensuring that P&W operational mechanisms effectively support Logistics workforce priorities
* Maintain an active and structured collaboration with the L&D Hub, together with the Logistics L&D partner, and with colleagues working on P&W processes such as detachment and on mentoring & coaching. Ensure strong synergies with the Logistics Mentoring and Development MIO, strengthening the operational impact of this function by leveraging the Logistics L&D strategies and tools
* Participate in and contribute to key P&W department events related to the definition of OCB P&W future objectives (P&W B&O, etc.), ensuring that Logistics workforce considerations are embedded in forward-looking strategic discussions
Organizational goals and transversal initiatives
* Contribute actively, as a member of the Logistics Department Management Team (MT), to the governance and coordination role of the Logistics MT platform, assuming shared responsibility for transversal and inter-departmental initiatives
* Collaborate with fellow Management Team members to jointly lead, advance, and take collective ownership of transversal files across the department, contributing expertise as project lead, co-lead, or facilitator, in line with the agreed governance and scope of each initiative
* Contribute actively to OCB's transformational initiatives linked to the unit's mandate, through the collective definition, implementation, and dissemination of actions. Work closely with Logistics MT to ensure alignment of the unit's activities with these initiatives. Current priorities include DARA (Diversity and Anti-Racism) with a focus on Gender, the Women in Leadership Program, Well-being, and Rewards Review
REQUIREMENTS
Education & Experience
* Education or proven record in Workforce-related processes and change management initiatives is mandatory
* Minimum 4 years of international MSF experience as logistician in our contexts of intervention is mandatory
* Minimum 2 years of experience in coordination positions is a strong asset

* Proven people management skills and proven experience in a leadership role, favoring ownership and engagement
* Proven strategic skills in MSF operations
* Strong ability to adapt to different contexts, people and environment
* Demonstrate problem-solving aptitude, creativity and initiative
* Strong ability to lead and organise teamwork, promoting trust and enthusiasm
* Good aptitudes in training and mentoring
Languages
* Proficient level in English and French, both spoken and written, is mandatory
* Other commonly used languages in MSF (Spanish, Arabic, Portuguese) are an asset
CONDITIONS
* Expected starting date: As soon as possible
* Location: Brussels (Belgium)
* Mobility: Maximum 2-3 project visits per year
* Contract type: Open-ended contract - Full-time
