 Summary

 

The Data for Health Initiative’s Data Impact team in Indonesia is seeking an international subject matter expert to support the National Health Policy Agency (BKPK), Ministry of Health of Indonesia in global comparative study for disease registries and benchmarking to support the development of Strategic Design of the National Disease Registry Regulatory Framework.

 

Background

 

This activity is implemented in line with the mandate of the Ministry of Health of Indonesia to strengthen health system governance, improve evidence-based policymaking, and support the national health transformation agenda. The development of a regulatory framework for a national disease registry system is aligned with existing national policies on health information systems, digital health transformation, and data governance, including the implementation of the SATUSEHAT platform and national data integration initiatives. Disease registries play a critical role in generating high-quality health data for disease surveillance, burden of disease estimation, health system planning, financing, and monitoring progress toward Universal Health Coverage (UHC).

 

In Indonesia, multiple disease-specific registries currently exist; however, these systems are fragmented, unevenly regulated, and lack a unified governance framework. The absence of a comprehensive regulatory framework has resulted in challenges related to data interoperability, legal protection, institutional roles, individual data security, and long-term sustainability. A clear regulatory umbrella is required to ensure that disease registries operate in a standardized, ethical, secure, and sustainable manner, while supporting national policy priorities and collaboration with international partners.

 

The purpose of this activity is to establish a robust and operationally feasible regulatory framework that governs the establishment, management, and utilization of a National Disease Registry System in Indonesia.

 

Objectives

 

To identify international best practice for establishing and managing national disease registries, and provide expert advice on applying the best practice in the Indonesian context.                                            

 

Scope of Work

 

Working closely under the leadership and guidance of BKPK, the International Consultant will focus on strategic, comparative, and advisory functions, including:

 

  • Global Benchmarking & Comparative Analysis
  • Review disease registry models from selected countries (e.g., OECD, ASEAN, LMICs with mature registries).
  • Analyze governance models, legal instruments, financing mechanisms, and sustainability approaches.
  • Identify best practices relevant to Indonesia’s context.
  • Provide an adaptation strategy tailored to Indonesia’s context, considering decentralization, national government budget (APBN)/ local government budget (APBD) financing, and the significant role of private healthcare providers.
  • Recommend international standards for Minimum Datasets (MDS) for priority diseases
  • Governance & Institutional Architecture
  • Recommend a feasible national governance structure, including:
  • National Registrar
  • Technical Operator
  • Data Governance Committee
  • Quality Assurance / Quality Control Unit
  • Advise on institutional linkages with relevant MoH Directorates.
  • Policy Review & Strategic Communication
  • Review technical and regulatory documents produced by BKPK (such as Ministerial Regulation) and provide expert inputs on:
  • Definitions
  • Reporting obligations
  • Governance and sanctions
  • Review and refine policy briefs and advocacy messages developed by BKPK for high-level decision-makers.

 

Expected Outputs / Deliverables

 

  • International benchmarking and comparative analysis report
  • Strategic recommendations paper tailored to Indonesia
  • Technical inputs to draft Ministerial Regulation
  • Reviewed and refined policy brief and advocacy materials

 

Duration & Location

 

Duration: Up to 30 days over 6 months. Vital Strategies may issue a contract for an initial scope of work, with the option to extend this based on performance and successful completion of agreed deliverables.

 

Location: Remote working, with virtual and limited in-country engagement as required

 

Qualifications of the Consultant

 

  • Advanced degree in medicine, public health, public policy, or health informatics or related fields
  • Minimum 5 years of experience in disease registry, health information systems, health policy and regulation
  • Strong analytical and policy-writing skills
  • Previous experience working with government stakeholders
  • Ability to work independently
  • Strong organizational and verbal and written communication skills
  • Knowledge of and previous experience in Asia Pacific region is a plus
