Project Description:
The large-scale project is entitled "Water, the Key to Sustainable Development" (ECDD-WASH). This project is divided into two parts:
Rural ECDD: The rural part of the project is implemented by SNV and its partner AUXFIN in the Tannounyan region, with an office in Banfora. It is funded by the Embassy of the Kingdom of the Netherlands in Burkina Faso. The activities, which started in May 2024 and will continue until February 2028, aim to improve basic and sustainable access to water, sanitation and hygiene in three rural communes. The project's approach combines behaviour change, strategic planning, infrastructure construction and governance. Our partner Aux fin brings innovative expertise in digitalisation to empower communities in accessing knowledge and sustain behaviour change in the Tannounyan and Bankui region. The activities are structured around 3 components:
- Component 1 - Community Behaviour Change (CLTS) and Handwashing, School Routines (WinS) and Health Centre Activities (WASH Fit) as well as Capacity Building for Small Entrepreneurs (Masons, Pump Mechanics).
- Component 2 - Collaborative planning of water points and construction of water infrastructure (hand and solar pumps, institutional latrines)
- Component 3 - Improve water and sanitation governance and increase the performance of operators (water users' associations, direct management by municipalities and delegated services), conflict management, gender equality and social inclusion (EGIS)
- Urban ECDD: The urban component of the project is implemented by SNV and its partner IRC WASH in the city of Koudougou. It is co-financed by the European Union and the Embassy of the Kingdom of the Netherlands in Burkina Faso. This component, which has just been launched, will continue until December 2028. The overall objective is to sustainably improve access to drinking water, sanitation, rainwater management and faecal sludge treatment in the municipality of Koudougou, particularly in peri-urban areas. The activities are structured around three components.
- Component 1: Improve equitable access to drinking water through the construction of drinking water supply infrastructure in identified peri-urban neighbourhoods.
- Component 2: Improve access to safe sanitation and stormwater management services. This includes the construction of latrines and infiltration pits in selected neighbourhoods, the strengthening of the sanitation chain (support for manual and mechanical drainers) and the monitoring of sludge characteristics and reuse possibilities in a faecal sludge treatment system.
- Component 3: Strengthen water and sanitation governance through collaboration with ONEA and municipal technical services to ensure sustainability and performance.
The urban component of the ECDD project has just started. All activities related to its launch and development remain to be organized and implemented.
SNV in Burkina Faso is looking for an experienced and results-oriented Project Manager to lead the large-scale project entitled "Water, Key to Sustainable Development" (ECDD-WASH).
Job description
This position requires frequent travel to the two areas of intervention of the project, in Banfora and Koudougou.
Under the direct supervision of SNV's Water and Sanitation Sector Manager, the ideal candidate for this position will have to demonstrate experience and technical and managerial skills.
The Project Manager is responsible for the overall vision, steering and management of the project, both internally with the project team and externally with donors, host governments and other stakeholders. He/she is responsible for the planning, implementation and overall management of the project, which includes: effective management of the project team; efficient management of financial resources; reviewing and approving budgets and tracking expenditures; supervision of field operations; supervision of procurement and monitoring and evaluation; and quality control and timeliness of all deliverables. He/she ensures full compliance with the donor's contract and regulations and oversees the reporting process. He/she ensures the performance management of all the personnel assigned to the project.
The Project Manager works in accordance with SNV standards, SNV's approach to project management and donor regulations, in order to achieve high quality and achieve the agreed project results and deliverables.

Key Responsibilities
- Project Management: Lead, manage and mentor the project team to achieve concrete development results. Ensure planning and monitoring, financial management and reporting to donors.
- Project Quality Assurance: He is responsible for the technical content of the project, guarantees the quality of the deliverables and ensures sufficient technical input to meet quality standards. (Value for money, good governance, gender equality, innovation, sustainability, etc.).
- Contract Management and Project Accounting: Manages and reports on the full compliance of the administrative, financial and HR components of the project with SNV's internal procedures and donor requirements
- People Management and Team Leadership: He mentors, trains and supervises the team members to ensure punctual and quality delivery.
- Managing Relationships: Establish, strengthen and manage partnerships with local and national governments, private sector partners, institutions and stakeholders; manage relations with donors and the donor contract.
- Analysis and reporting: Ensures the collection, consolidation, and review of project information, in accordance with SNV's monitoring and evaluation guidelines.
- Knowledge development: Contributes to the development of internal and external knowledge, through comprehensive documentation and sharing of project information and results in coordination with the Burkina Faso team and the global team.
Qualifications
- Minimum of 10 years of experience in the field of development project management
- Experience in managing large budgets (more than 5 million euros)
- Proven experience in project planning, monitoring, evaluation, reporting and financial management.
- Good knowledge/familiarity with the EU as well as the EKN/DGIS Policies and their financial instruments and all aspects of project management, including project budgeting, monitoring and reporting analysis (logarithmic framework)
- Experience in working closely with the Government of Burkina Faso (DGESS, DGCOOP, etc.)
- Extensive professional experience with national and international NGOs as part of a consortium
- Understanding of the water, sanitation and faecal sludge management sector, from a technical, behavioural and governance perspective.
- Strong analytical skills, ability to multi-task and supervise a project team with varying skills and levels of experience.
- Strong leadership skills, experience in partnership development and in-depth understanding of consortia management.
- Strong ability to develop relationships with donors, government counterparts and other industry stakeholders
- Excellent understanding of government regulations, internal processes, and donor guidelines.
- Be a self-starter, high-performing person who is able to work with minimal supervision. (Take initiative to solve problems independently without constant supervision/direction)
- Proven experience, ability to work under pressure
- Willingness to travel to all project areas, including rural and remote areas.
- Experienced user of IT and collaborative tools: shared folders and documents, MS Teams, scheduling tools, Microsoft suite, etc.
Additional Information
- Proven ability to organize, lead and facilitate high-level meetings and workshops with authorities.
- In-depth knowledge of water governance, community planning and faecal sludge management
- Experience in piloting an apprenticeship program
- Good level of English
