The Global Survivors Fund (GSF) was founded in 2019 by Dr Denis Mukwege and Nadia Murad to enhance access to reparations for survivors of conflict-related sexual violence worldwide. In Syria, GSF works with the National Commission for Transitional Justice, survivor groups and civil society to support the development of reparations policies and programmes, including survivor co-creation, technical exchanges, support to Collective Recovery and Reparation Centres, and facilitation of the Asset Recovery for Justice Working Group.
The Programme Manager leads the Reparation Policy and Programmes portfolio under the direction of the Country Representative for Syria. This is a consultancy of 24 months with possible extension (up to 480 payable working days), based in Damascus with travel to programme locations.
Responsibilities:
- Programme leadership and team management: oversee portfolio planning, implementation, budgets and risks; supervise area coordinators in Rif Damascus, Homs and Aleppo.
- Commission cooperation and reparations policy: coordinate with the Commission and ministries on policy priorities and technical assistance; contribute to technical work such as a victims registry and forms of reparations.
- Centre support and survivor participation: oversee GSF's contribution to Collective Recovery and Reparation Centres; support safe, inclusive survivor co-creation and feedback processes.
- Asset Recovery for Justice Working Group: facilitate the group's agenda and follow-up on national and international asset recovery priorities, including proposals on using recovered assets for reparations.
- Partnerships, learning and accountability: coordinate with the Survivor Recovery portfolio, work with the MEL Coordinator, and uphold safeguarding, informed consent and responsible use of sensitive information.
Requirements:
- University degree in law, social sciences, international development, public policy or a related field, or equivalent professional experience.
- At least five years of programme coordination or management experience, including work on reparations, transitional justice, human rights or survivor participation.
- Experience supervising staff or consultants and managing cooperation with public institutions, civil society and technical experts.
- Sound understanding of the Syrian context and reparations approaches; strong programme planning, budget oversight, risk management and reporting skills.
- Strong written and spoken Arabic and English; ability to travel regularly to programme locations in Syria.
