The Global Survivors Fund (GSF) was founded in 2019 by Dr Denis Mukwege and Nadia Murad. It works to enhance access to reparations for survivors of conflict-related sexual violence worldwide, combining interim reparative measures with advocacy and technical support to public institutions and civil society. GSF's Syria programme links survivor participation and reparations policy with centre-based activities, civil society partnerships and access to recovery services.
Contract: consultancy, 24 months with possible extension, up to 480 working days. Reports to the Country Representative for Syria. Based in Damascus, with travel to programme locations. Start date as soon as possible.
The MEL Coordinator Consultant leads the development and use of the country MEL approach across all programmes, supporting Programme Managers, regional coordinators, technical experts and partners to collect reliable evidence, understand outcomes and apply learning.
Responsibilities:
- MEL design and programme planning: develop and maintain a shared MEL framework with clear indicators, outcome questions and evidence-collection responsibilities; support baselines, targets and monitoring approaches for programmes and partners.
- Monitoring systems and data quality: develop proportionate tools and information systems; oversee data quality review and consolidation; support disaggregation and analysis while keeping records secure.
- Survivor feedback and participatory learning: support accessible, voluntary feedback processes; advise on participatory approaches and ethical evidence collection, including informed consent; close feedback loops and refer safeguarding concerns through designated channels.
- Evaluation analysis and reporting: coordinate assessments, reviews and evaluations; analyse quantitative and qualitative findings and produce clear evidence summaries; support accurate programme reporting.
- Partner capacity and use of learning: strengthen staff and partner capacity through guidance and coaching; facilitate reflection, document lessons, and help translate evidence into institutional learning with the Commission, ministries and other partners while protecting survivor confidentiality.
Requirements:
- University degree in social sciences, statistics, development studies, public health or a related field, or equivalent professional experience.
- At least five years of monitoring, evaluation, research or learning experience in humanitarian, development, human rights or related programmes.
- Experience developing MEL frameworks, indicators and data collection tools across multiple projects or partners.
- Strong quantitative and qualitative research skills; confident use of Excel and data collection and analysis tools.
- Strong written and spoken Arabic and English; sound judgement on confidentiality, consent and ethical research.
- Familiarity with survivor-centred, protection or reparations programming is an asset.
- Ability to travel to programme and partner locations in Syria.
