Trócaire is an international NGO working with local partners in the world's most at-risk communities to tackle the underlying causes of poverty and injustice and respond to the crises they create. Trócaire is seeking a Programme Quality (PQ) Coordinator, based in Damascus, Syria, to support local partners in Syria.
The primary purpose of the role is to strengthen programme quality and results-based management (RBM) across the humanitarian response. The postholder will work with programme teams and partner organisations to ensure quality benchmarks are applied consistently, support field monitoring and partner capacity strengthening, and use evidence and learning to improve programming and inform fundraising and adaptation. The role also contributes to core MEAL functions, including programme cycle management (PCM), data quality, analysis, visualisation and reporting. The postholder reports to the MEAL Manager. This is a one-year Fixed Term Contract (with possible extension), hybrid, based in Damascus with frequent travel to programme locations.
Key responsibilities:
* Ensure programme quality benchmarks are applied consistently across projects and partners, with a focus on MEAL/learning for adaptive management and on accountability, safeguarding and responsible programming.
* Strengthen RBM integration across PCM, including results frameworks, indicators and theories of change.
* Plan and conduct joint partner field monitoring visits; coach and accompany partners on MEAL implementation, ethical data collection and data quality checks.
* Support partners' use of digital data collection tools (e.g., Kobo, CommCare) and strengthen data management practices.
* Participate in sector coordination meetings and align activities with sector guidelines and minimum standards.
* Support context analysis, applied research and evidence inputs to fundraising.
* Compile, clean, analyse and visualise partner and programme data for reporting and learning; coordinate partner reporting and verification.
* Support baselines, PDMs, reviews, evaluations and learning exercises.
* Strengthen accountability practices, including feedback and complaints mechanisms, applying a do-no-harm approach.
* Document and disseminate lessons learned and contribute to organisational knowledge management.
Requirements:
* Bachelor's degree in data analysis, development studies, social sciences or a related field.
* Minimum 4 years' experience in a MEAL and/or programme quality/RBM role within an international NGO.
* Demonstrated experience in partner monitoring and capacity strengthening, and in core MEAL activities.
* Experience in at least two of: protection, livelihoods, basic needs, peacebuilding/social cohesion, or capacity strengthening.
* Strong understanding of PCM and RBM in humanitarian and/or development contexts.
* High proficiency in Excel and digital data collection platforms (e.g., Kobo); CommCare and Power BI are an asset.
* Excellent written and verbal English and Arabic.
