Palladium is implementing the third phase of INOVASI (2024-2027), an Australian DFAT-funded education program in Indonesia focused on foundational literacy and numeracy skills through the end of primary grades, gender equality, disability inclusion, and climate change responses in education.

The Children's Book Ecosystem Development and Strengthening Local Book Policy position (consultant, 12 months, up to 180 input days) provides strategic technical leadership in developing regional literacy ecosystems, with a focus on producing high-quality children's reading materials. Based in North Kalimantan (Kalimantan Utara), with travel to other INOVASI areas as needed, the consultant works under the Provincial Manager. The position is open to Indonesian nationals and permanent residents with authority to live and work in Indonesia.

Key responsibilities:
- Facilitate training, workshops and coaching clinics for local children's book authors, teachers and illustrators
- Guide manuscripts through to finalization of children's books ready for publication and distribution to schools, engaging illustrators for culturally relevant visuals
- Provide technical assistance to Provincial and District Education Offices on regulations and local policies for book management, procurement and school library standards
- Coordinate with the Center for Books and Publishing, the Language Development and Fostering Agency and the National Library of Indonesia (Perpusnas)
- Strengthen reading community networks (e.g. Forum TBM) and design book distribution strategies reaching remote and underserved children
- Liaise with education offices, BPMP, KGTK, BDK, DPRD, LPTK, CSOs and CSR partners
- Integrate GEDSI and climate change principles into children's books
- Support MERL personnel and ensure timely project documentation

Requirements:
- Bachelor's degree in Literature, Language Education, Communications or a related field (Master's preferred)
- 20+ years as an active author with a portfolio of published children's books
- Extensive experience writing, editing and producing children's reading materials
- Proven experience facilitating training for writers and illustrators at regional level
- Experience supporting local governments with locally produced books and publishing/library policies
- Strong networks with children's book authors, illustrators, Pusat Perbukuan, Perpusnas and literacy communities
- Knowledge of GEDSI and climate change education
- Fluent Bahasa Indonesia; basic English an advantage
- Excellent communication and facilitation skills; computer literate
- Experience with DFAT or other international development organizations highly desirable
