Location: Madagascar
You will partner with the Country Program (CP) Senior Management Team to provide overall strategic Human Resources direction for the CP in support of high-quality programs serving the poor and vulnerable. You will analyze and anticipate HR programs, services, and operations needs in recruitment, staff development, performance management, employee relations, compensation and benefits, onboarding/orientation, policies, staff care, and employee administration, introducing improvement solutions as needed.
Key responsibilities include managing HR processes to meet agency, donor, and local legal requirements; advising managers and staff on recruitment, performance management, and employee relations; supervising HR Officers and managing team dynamics and staff well-being; leading training and professional development needs assessments; ensuring competitive compensation and benefits and staff retention strategies; serving as focal point for Code of Conduct, Ethics, and Safeguarding; acting as the CP's key HR contact internally and externally; maintaining personnel records and HR analytics; and serving as focal point for labor law compliance, liaising with external legal counsel.
Basic Qualifications: Bachelor's degree in Human Resources Management or Business Administration required; minimum 2-3 years' experience managing an HR function, preferably with an International or local NGO, including staff management experience; experience presenting, facilitating, and coaching on HR topics.
Preferred Qualifications: Master's degree in HR Management, Business Administration, or Organizational Development; strong knowledge of local labor law and employment compliance; strong analytical, planning, and relationship management skills; MS Office and HRIS proficiency.
Required Languages: French and English. Travel: up to 20%.
