The Partnership for Supply Chain Management (PFSCM) strengthens and manages secure, reliable, cost-effective and sustainable global supply chains to enhance health and well-being in low- and middle-income countries by increasing access to quality, affordable health products. An affiliate of JSI Research & Training Institute, PFSCM operates from Washington D.C. and has an operational facility in Woerden, Netherlands.
The Logistics Specialist (French) is the global logistics expert for a portfolio of assigned countries, working within import/export documentation requirements and managing the smooth shipment and delivery of quality-assured, health-related commodities. The role ensures compliance with PFSCM, funder/client and recipient requirements and defines corrective actions when irregularities occur. Reports to the Logistics Lead. Full-time, hybrid, based in the Project Management Office in Woerden (PMO-NL).
Key responsibilities:
- Plan, execute and monitor international transport of goods, including high-value and temperature-sensitive products, covering export, shipping lanes, import clearance and in-country delivery with 3PL partners.
- Lead troubleshooting of transport and delivery challenges; proactively mitigate shipment delays and risks.
- Monitor vendor performance and OTIF (On-Time In-Full) targets for the assigned country portfolio.
- Advise vendors on documents required for importing pharmaceuticals and medical supplies.
- Act as primary logistics point of contact for principal recipients, clients, 3PLs and vendors; provide regular order updates and train recipients and 3PL partners.
- Log and help resolve shipment incidents in the Incident Management System.
- Maintain country profiles, waiver lead-time matrices, shipping instructions and the ERP system at order and shipment level.
- Monitor Detention and Demurrage (D&D) costs and implement measures to reduce them; support invoicing and SOP development.
Qualifications:
- Bachelor's degree in logistics, transportation, supply chain management, public health or a related area, or equivalent experience.
- 3+ years' experience in supply chain operations, transport or logistics.
- Experience handling high volume under tight deadlines; client relations or customer service experience; ERP or supply chain system experience.
- Preferred: high-value and temperature-sensitive products, international public health sector, international donor agencies, developing-country experience.
- Fluency in English and French is required.
- Must be eligible to work in the Netherlands; willingness to travel.
- Strong communication, organisational and problem-solving skills; proficiency in Microsoft Office.
