Location: Aleppo, Syria
The Independent Doctors Association (IDA) is an independent non-governmental organization providing medical and humanitarian assistance to people affected by conflicts, natural disasters, and epidemics regardless of race, religion, gender, or political affiliation.
The MEAL Manager will provide the leadership necessary to ensure that the IDA Syria program develops and meets its monitoring, evaluation, accountability and learning commitments, in accordance with donor and internal requirements and policies. The MEAL Manager will lead the Syria program MEAL Department, contributing to evidence-based program design and continuous improvement of program quality based on data and learning. The position is part of the extended senior program management team and reports to the Director of Programs.
Key responsibilities:
- Establish a coherent Syria MEAL system (approaches, procedures, structures) across all IDA-implemented programs.
- Provide MEAL technical assistance to program teams and input into proposal design, budgets, log frames, indicators, and measurement methodologies, plans and tools.
- Ensure all programs meet IDA's monitoring standards, data quality and use of data for programmatic course correction.
- Maintain and improve the regional beneficiary feedback and response mechanism, and ensure accurate information on beneficiary reach.
- Ensure programs have innovative, technology-driven MEAL systems and tools.
- Develop systems to measure program-wide performance and outcomes, and lead planning and management of internal or external evaluations.
- Support program sector teams and the Grants department with strong proposals and high-quality reporting.
- Hire, supervise, coach and build the capacity of MEAL team members, including remote management approaches; promote staff care and well-being.
- Participate in relevant working groups including the UN cluster system and the Syria Resilience Consortium M&E working group; coordinate third-party monitoring and evaluation firms.
- Lead assessments and research to build an evidence base for programming and advocacy.
Requirements:
- BA/BS in international development, social sciences, or a related field; MA/MS a plus.
- At least 7 years of experience in the international development/humanitarian sector, including a minimum of 5 years in monitoring and evaluation of multi-sectoral programming in emergency or post-conflict settings.
- Experience with multi-sectoral, multi-donor funded programs and with remote management.
- Strong MEAL technical skills, qualitative and quantitative data analysis, budget management, reporting and capacity-building skills.
- Professional fluency in English and Arabic.
- Proficiency in Microsoft Office and statistical/data management software.
- Ability to travel 50-75% to Syria for field visits.
- Knowledge of the Syria context and experience with local partners and conducting assessments.
