Location: Addis Ababa, Ethiopia

The Director for Monitoring, Evaluation, Learning (MEL) and Innovation provides senior technical and operational leadership for the Global Health Security Division and Supply Chain Strengthening projects in Ethiopia, translating MEL and Innovation strategy into practical systems, tools, workplans, and decision-making processes across Supply Chain and Tuberculosis work streams. Responsibilities include leading day-to-day implementation of the MEL and Innovation work plan; managing the milestone and indicator cycle from definitions through evidence, validation, and submission; operationalizing data quality assurance frameworks; coordinating secure, interoperable data flows; leading quantitative, qualitative, and geospatial analyses; managing evaluations, operational research, and learning activities; and directly supervising a matrix team of approximately 14 staff while strengthening government, partner, and facility capacity in results-based management. Required: Master's degree in MEL, public health, epidemiology, biostatistics, data science, health informatics, social sciences, implementation science, health systems, or supply chain management; at least 12 years of progressively responsible experience in MEL, research, analytics, digital health, or related health-systems work; demonstrated experience operationalizing MEL strategies for large donor-funded health programs; experience managing multidisciplinary technical staff and partners; USG-funded project experience required, with Department of State or milestone-based financing experience preferred; experience in Ethiopia or comparable decentralized health systems strongly preferred; expertise in DQA, evaluation, implementation research, and reporting; knowledge of TB surveillance and public health supply chains; advanced Excel and data visualization skills, with knowledge of DHIS2, e-LMIS/DAGU, Power BI, or GIS tools; professional fluency in English required, Amharic or another Ethiopian language strongly preferred.
