Location: Yaounde, Cameroon
The Monitoring and Evaluation Advisor provides technical leadership and support for monitoring, evaluation, research, learning, data management, and knowledge management across MSH activities in Cameroon. Reporting to the Technical Director, the Advisor works with project leadership, technical teams, field staff, government counterparts, and partners to maintain high-quality performance data, strengthen routine monitoring systems, and ensure evidence is used for program management, reporting, learning, and decision-making. The Advisor leads data analysis and visualization, performance measurement, DHIS2 and other MIS processes, research and evaluation design, data-quality assurance, and technical report preparation. Duties include designing and reviewing M&E systems, plans, indicators and tools (AMELPs, performance monitoring plans); monitoring performance against workplans and targets; managing data collection, cleaning, validation and analysis; supporting DHIS2, QAT, ART-MIS submissions; conducting statistical analyses and preparing reports; designing evaluations and applied research; training and coaching staff on M&E and data use; and coordinating with government counterparts and partners.
Required: Bachelor's degree in public health, epidemiology, biostatistics, statistics, data science, economics or related field (Master's preferred), with 8-10 years relevant experience (4+ years with a Master's), including experience with USAID or other donor M&E deliverables, quantitative/mixed-methods analysis, DHIS2, QAT, and supply chain data management. Professional fluency in French and English required.
