IISD, working with the Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development (IGF) and the International Labour Organization (ILO), is extending the Women and the Mine of the Future (WMF) baseline to four new countries: Indonesia, the Philippines, Thailand, and the United Kingdom. The national consultant will prepare a country baseline study on women's employment in large-scale mining that is methodologically comparable with the 12 original country studies.
Responsibilities: prepare an Inception Report on methodology, work plan, national data sources and stakeholders; collect complementary quantitative, sex-disaggregated data from national and sectoral sources; review national laws, regulations, policies and institutional arrangements on mining, labour, gender equality, occupational health and safety, maternity protections and skills development; undertake qualitative and policy analysis of barriers to recruitment, retention and advancement, occupational segregation and workplace conditions; document good practices; assess gaps in national systems for collecting and reporting sex-disaggregated mining employment data; interpret the quantitative findings produced by IGF and ILO; propose practical policy recommendations; prepare a Country Report; and participate in regular coordination meetings with the IGF and ILO team.
Requirements: an advanced university degree in economics, labour studies, gender studies, public policy, mining, social sciences or a related field (or equivalent experience); at least 7 years of relevant professional experience in mining, gender equality, labour and employment, public policy or related research, with strong familiarity with the national mining sector; demonstrated experience in qualitative research, policy and institutional analysis and analytical report writing; ability to interpret statistical findings and work with a statistician; knowledge of gender equality issues in the labour market; excellent written English and fluency in the principal national language(s); strong organizational skills. The work is carried out primarily from the consultant's home base, with meetings held remotely.
