Palladium is a global development and consulting firm implementing the INOVASI program (Phase 3, 2024-2027) on behalf of Australia's DFAT. INOVASI supports foundational literacy and numeracy in Indonesian primary education, with a focus on gender equality, disability inclusion and climate responses in education, and on closing the gap between national policy and district- and school-level practice.
The Provincial Finance Officer will support all finance and administration at provincial level in West Nusa Tenggara, working under the Provincial Manager and closely with the Finance Coordinator in Jakarta. This is a 12-month full-time national position with possible extension. Travel to other INOVASI areas is required as needed.
Key responsibilities:
- General finance: prepare payment transactions, employee advances and petty cash vouchers with complete supporting documents in line with INOVASI and DFAT standards; verify transactions against approved budgets; prepare monthly cash book reports, cash advance aging reports and bank receipt voucher registers; prepare monthly and quarterly forecasts and expenditure tracking; submit monthly cash requests to the Jakarta head office; ensure correct GL and project codes; maintain a database of local vendors, facilitators and stakeholders; uphold zero tolerance on bribery and corruption.
- Grant management (as needed): support review of sub-grants, grantee reports and payment documentation, and provide financial management capacity building to grantees.
- Internal control: ensure effective internal controls, respond to audits, investigate irregularities related to fraud, bribery and corruption, and liaise with external parties on statutory reporting.
- Tax: prepare withholding tax calculations (income tax articles 21, 23 and 4(2) final), verify VAT receipts (Faktur Pajak) online, and prepare monthly tax recapitulation.
Qualifications and experience:
- Degree in Finance, Accountancy or another relevant field.
- Minimum 5 years of finance experience, especially in a support function of a large organisation.
- Good proficiency in MS Word, MS Excel, SharePoint and the internet.
- Ability to initiate and complete work with minimal supervision.
- Strong written and verbal communication skills in Bahasa Indonesia; fluency in English is advantageous.
- Sound problem-solving and decision-making skills, and ability to work independently and in a team.
