Palladium is a global development and consulting firm working with governments, businesses, investors and communities to design and deliver complex programs. INOVASI is an Australian (DFAT)-funded basic education program in Indonesia, implemented by Palladium. Its third phase (2024-2027) focuses on foundational literacy and numeracy skills through the end of primary grades, with priorities on gender equality, disability inclusion and climate change responses in education, and on closing the gap between national policy and district and school-level practice.
Duration: 12 months with possibility of extension. Location: Cirebon, West Java, with travel to other INOVASI areas as necessary. This is a full-time national position open to Indonesian nationals and permanent residents with authority to live and work in Indonesia.
Purpose: Under the supervision of the Provincial Manager, and in close coordination with the Operations Manager in Jakarta, the Operations Officer supports the provincial team with program support, administration and office management, event management, procurement and information management.
Key responsibilities:
- Activity support: plan and coordinate logistics for provincial events and activities, including budgets, invitations, travel, accommodation and catering; coordinate with provincial government and non-government partners; work with the Provincial Finance Team on activity advances, vendors and accountability; maintain filing and SharePoint records; take minutes at key meetings.
- Procurement: support procurement of goods and services for activities and events, including market surveys, bid analysis, purchase orders and supplier databases; ensure Value for Money and compliance with DFAT and Palladium rules; prepare invoice support documents; uphold zero tolerance on bribery and corruption.
- Administration and office management: maintain the INOVASI provincial office and facilities; act as first point of contact for visitors; manage provincial travel; supervise the office helper and driver; support HR administration; maintain the asset register and correspondence and petty cash records; act as provincial Safety and Security Focal Point.
Qualifications and experience:
- Minimum 4 years of experience in program assistance and operations, especially events, travel, procurement and program activities.
- High attention to detail and ability to manage multiple tasks and records.
- Experience with donor-funded programs, government officials and stakeholders.
- Proven track record in office management systems and procedures.
- Strong proficiency in Word, Excel, PowerPoint and web browsers.
- Good cross-cultural interpersonal skills.
- Fluent Bahasa Indonesia; English proficiency is an advantage.
