Palladium is a global development and consulting firm, part of the GISI Consulting Group, present in more than 90 countries. The INOVASI program (Phase 3, 2024-2027) is funded by the Australian Government (DFAT) and implemented by Palladium. It supports foundational literacy and numeracy in Indonesian primary schools, focusing on the gap between national education policy and practice at district and school levels, and on gender equality, disability inclusion and climate responses in education.
The Administration & Procurement Officer provides comprehensive support to the provincial team in administration, office management and procurement, ensuring compliance, transparency and efficiency in financial, administrative and procurement operations. The position is a 12-month, full-time national position based in East Nusa Tenggara, with travel to other INOVASI areas as needed, and a possibility of extension. It is open to Indonesian nationals and permanent residents with authority to live and work in Indonesia. The officer reports to the Provincial Manager and coordinates with the Operations Manager in Jakarta.
Key responsibilities:
- Administration: run day-to-day office management and facilities, act as first point of contact for visitors, manage provincial program travel, supervise the office helper and driver, support HR administration, handle petty cash and monthly cost settlement, manage records and files on SharePoint, maintain the office asset register, and serve as provincial Safety and Security Focal Point.
- Procurement: support procurement of goods and services for activities and events, run market surveys, prepare selection documents and purchase/task orders, apply Value for Money principles and DFAT and Palladium procurement rules, manage the preferred supplier database, prepare invoice support documents, and confirm timely delivery with goods-received notes.
- Activity support and cover for the Operations Officer during leave.
- Internal control and compliance: uphold Palladium's zero tolerance policy on bribery and corruption, respond to audits, and ensure compliance with DFAT and Palladium regulations.
Qualifications and experience:
- Bachelor's degree in business administration, law, procurement, supply chain management or a related field.
- At least four years' experience in administration, procurement or an equivalent post, preferably on development projects or DFAT and other bilateral donor projects.
- Strong understanding of procurement and grant principles; knowledge of Commonwealth procurement rules is preferred.
- Ability to work independently with minimal supervision, and as part of a team.
- Good proficiency in MS Word, MS Excel, SharePoint and the internet.
- Excellent written and verbal communication in Bahasa Indonesia; English fluency is an advantage.
- Sound problem-solving and decision-making skills.
