As a member of the Country Program (CP) Senior Management Team, the Head of Programming provides strategic direction, leadership and management of the CP's programming, so that high-quality programs serving the poor and vulnerable are established and delivered. The role also involves proactively managing security and mitigating security risks.
Key responsibilities:
- With the Country Representative, provide strategic direction for the CP strategic frameworks and plans, including resource mobilization strategies.
- Lead high-quality project design using project management standards and MEAL methods, and coordinate activities across projects and sectors.
- Manage and supervise talent: coaching, individual development plans, performance assessments, staffing plans and recruitment of senior project staff.
- Promote accountability, learning and knowledge management, overseeing implementation of the MEAL policy.
- Coordinate with operations leads on project budgeting and stewardship of project resources.
- Oversee the business development cycle with resource mobilization staff to ensure quality proposals that meet agency and donor standards.
- Oversee the identification, assessment and strengthening of partnerships.
- Ensure technical assistance and capacity strengthening for project teams and partners, including developing and delivering training.
Basic qualifications:
- Bachelor's degree in International Development, International Relations or a relevant field.
- 5-8 years of relevant field-based program management experience, including at least 2 years of senior management.
- Experience in proposal development, reports, strategic alliances, project design, project management, and monitoring and evaluation.
- Experience in partner capacity strengthening, staff development, training and mentoring.
- Experience in community development or community mobilization.
- Experience in grants management, preferably for projects funded by multiple public donors, including USAID.
- Experience in business development that captured public and/or private donor funding.
Preferred: experience working with Church partners.
Skills: excellent English writing, team leadership, strategic and analytical thinking, relationship management, presentation and facilitation, and MS Office proficiency. Travel of up to 25% may be required.
Full-time, on-site position in Haiti. CRS prioritizes citizens and permanent residents of the countries where it has offices.
