Catholic Relief Services (CRS) is the official international humanitarian agency of the Catholic community in the United States, working in more than 100 countries in emergency response, health, agriculture, microfinance, education and peacebuilding.
The Head of Operations (HoOps) is a member of the Honduras Country Program Senior Management Team and reports to the Country Manager. The role leads the operational functions: Finance, Human Resources, Supply Chain Management, Administration, Logistics, Security, ICT and Audit. It promotes stewardship of resources, ensures compliance, manages risk, prevents fraud and leads continuous operational improvement, including from a Climate Action lens. The HoOps supervises the Finance Manager, Procurement Manager, Operations and Security Senior Officer, Legal and Administration Officer, Risk and Compliance Officer and logistics staff. The role also coordinates with the HR and Partner Safeguarding senior officers.
Key responsibilities:
- Contribute to strategic planning and to investment in operations capacity (systems, processes, staffing) that meets CRS standards, donor requirements and local regulations.
- Plan, coordinate and monitor day-to-day operations and support services, and pilot new operations initiatives.
- Oversee financial processes across the project cycle, ensuring compliance with CRS policies, GAAP, donor rules and legal requirements, and effective use of the Insight ERP system.
- Promote safeguarding, and oversee health, safety and security management.
- Lead the operational aspects of the country program's Climate Action strategy.
- Lead supply chain and logistics for complex, high-volume programs.
- Oversee annual budget plans and grant budgets with the Country Manager.
- Manage, coach and develop staff, and ensure HR systems support a high-performance culture.
- Oversee compliance with agency and donor requirements, and respond to internal and external audit findings.
Qualifications:
- Bachelor's degree in International Development, Business Administration, Engineering, Finance or a related field. A Master's degree is a plus.
- 5-8 years of management experience, including at least 2 years of senior management experience. International NGO experience is preferred.
- Experience in grants management, budgeting and reporting for public donors such as USAID and USDA.
- Knowledge of financial systems, procurement and supply chain.
- Fluency in Spanish and English is required.
- About 35% travel to the field.
