Consultancy to Conduct a Baseline Study for Citizen-Led Local Inclusive Planning & Services (CLIPS)
Oxfam is a global movement of people who are fighting inequality to end poverty and injustice. Oxfam is seeking a qualified consultant or consulting firm to conduct a Baseline Study (situational assessment and indicator baseline) for the Citizen-Led Local Inclusive Planning & Services (CLIPS) project in Cambodia. CLIPS is a governance project funded by the Swiss Agency for Development and Cooperation (SDC) and implemented by Oxfam and a national CSO consortium from June 2026 to August 2028. It aims to strengthen good governance and democracy by enhancing transparency, democratic accountability, inclusive public participation and oversight in public financial management through collective advocacy by civil society organizations and active citizen engagement. The project operates in six provinces (Kampong Thom, Phnom Penh, Pursat, Ratanakiri, Mondulkiri and Kampong Chhnang), covering 60 communes across 14 districts.
Purpose: assess the current governance, fiscal decentralization, civic engagement and public financial management context in the target areas; establish baseline values for all project indicators; identify opportunities, challenges, barriers and enabling factors affecting citizen participation in local planning, budgeting, fiscal oversight and service delivery; and generate evidence-based recommendations to inform implementation, target setting, adaptive management and learning.
Deliverables: inception report (methodology, research tools, data analysis plan, workplan, quality assurance plan); enumerator training and pilot of research instruments with fieldwork plan; fieldwork completion report; first draft baseline report with indicator measurement matrix and clean dataset; validation workshop presentation; final baseline report including indicator values; updated CLIPS Performance Monitoring Plan; complete editable dataset (Excel), owned by Oxfam; and a dissemination workshop presentation. Start date is 19 October 2026, with final report due 31 December 2026. Payment is in four milestones (30%/20%/20%/30%) tied to approved deliverables.
