FHI 360 is a nonprofit organization that mobilizes research, resources and relationships so that people everywhere can access the opportunities they need to lead full, healthy lives. Meeting Targets and Maintaining Epidemic Control (EpiC) in the Philippines is a multi-year global project funded by PEPFAR and the U.S. Department of State, covering HIV and Global Health Security projects that strengthen HIV case finding, prevention, treatment, and health and surveillance systems.
The Finance Officer reports to the Senior Finance & Admin Officer and provides finance support to the project. The role processes and records financial transactions, reviews travel and administrative documents, maintains finance files, and supports monitoring and reporting requirements, ensuring compliance with FHI 360 policies and donor rules and regulations.
Key responsibilities:
- Conduct pre-audits of vouchers, invoices, travel expense reports and supporting documents, and verify account codes.
- Perform and review reconciliations for bank accounts, balance sheet accounts, vendors, inventory and other accounts.
- Assist with bank communications on project accounts, balances, checkbook requests and statements.
- Support the Senior Finance & Admin Officer during audits and prepare schedules.
- Review and conduct spot checks and reconciliations of petty cash.
- Review and process payment requests for vendors, consultants and staff reimbursements, journal entries and liquidations.
- Review vendor selection analyses and verify adherence to procurement requirements.
- Ensure statutory payments are processed on time in accordance with Philippine law.
- Support pre-award and site visit reviews for recipients or implementing partners as needed.
Requirements:
- Bachelor's degree in accounting or equivalent.
- Five to seven years of relevant experience, including at least two years in financial management and reporting and one to two years in grants management.
- Familiarity with U.S. Government-funded projects and grants management policies.
- Knowledge of Philippine taxation, business regulations and statutory requirements.
- Strong analytical, numerical and problem-solving skills; strong written and spoken English; budget development and general ledger skills.
- Ability to handle confidential information with discretion and manage tight deadlines with minimal supervision.
Occasional travel may be required. Salary range: PHP 720,000 - 840,000 annual basic salary.
