The purpose of the ICLA Officer position (Yemen Amran Area / Hodeidah Governorate) is to ensure the qualitative implementation of NRC's Information, Counselling and Legal Assistance (ICLA) programme in targeted locations, while maintaining safe, inclusive and accountable protection practices. At the field-operational level, the Officer supports day-to-day implementation of programme activities and coordination with relevant stakeholders. A critical aspect of the role is monitoring and mentoring ICLA implementation, ensuring services are delivered effectively, humanitarian standards are upheld, and NRC's accountability and protection principles are applied. The Officer contributes to programme quality, donor compliance, evidence-based programming and effective coordination.
Responsibilities:
- Ensure adherence to NRC policies, tools, handbooks and guidelines; implement the delegated project portfolio according to the plan of action; prepare status reports for management.
- Ensure ICLA activities are implemented in accordance with approved proposals, donor requirements, NRC policies and international standards.
- Act as focal person for needs assessment and beneficiary selection; oversee the project cycle from implementation through monitoring, verification and evaluation.
- Advise beneficiaries, run awareness sessions and counselling on HLP, civil documentation and legal identity, and deliver capacity-building for communities, authorities and partners.
- Assist in developing and implementing a case management system and database; maintain a mapping of service providers.
- Conduct needs assessments, focus groups, surveys and stakeholder interviews; document findings and prepare reports.
- Build relations with local authorities, civil registration bodies, humanitarian partners and beneficiaries; coordinate with other actors.
- Identify training needs and conduct training; support community-based protection activities including Community Safety Planning (CSP); support ICLA assistants in the field.
- Contribute to NRC's country strategy and action plans for the ICLA sector.
Qualifications:
- University degree in law, social studies, development studies or other relevant field.
- Minimum 3 years' experience with an NGO, legal or international organisation in protection or human rights, including at least 2 years in the legal field.
- Experience as a legal and protection employee in a humanitarian/recovery context in Yemen.
- Training, reporting, research and data analysis skills; experience in complex and volatile contexts; documented results.
- Microsoft Office skills; good knowledge of English and the local language.
