Shelter and WASH Team Leader Yemen Hodeidah (National)
Location: Hodeidah, Yemen
The Norwegian Refugee Council (NRC) is a global humanitarian organisation helping people forced to flee. The WASH/Shelter Team Leader leads the qualitative implementation of NRC's Shelter and WASH programme in targeted displacement sites in northern Yemen. The role provides advanced technical guidance on WASH/Shelter programming and ensures effective planning, management and supervision of the team, in line with NRC's operational and technical priorities. At field level, the Team Leader oversees and monitors Shelter and WASH activities, ensuring services are delivered efficiently, humanitarian standards are upheld, and NRC's accountability and protection principles are applied. As technical lead, the Team Leader helps shape programme direction, bridges community needs with organizational and donor requirements, and strengthens programme quality and coordination across displacement sites.
Responsibilities:
- Supervise and implement WASH/Shelter projects according to strategy, proposals and plans
- Ensure adherence to NRC policies and donor requirements
- Develop annual activity and work plans
- Supervise, train and develop project staff
- Cooperate with partners and local authorities; organize trainings for the team, partners and beneficiaries
- Lead, plan and carry out daily WASH/Shelter activities, including CCCM, within NRC areas of intervention
- Deliver programmes within time and budget; maintain regular budget control
- Develop and review project designs to ensure compliance with relevant standards and codes
- Represent NRC in WASH/Shelter sub-clusters and other coordination forums
- Monitor and document implementation by partners and contractors
- Lead data collection and data quality for baseline, PDM and endline surveys
- Supervise all construction work and lead technical verification of contractor work
- Ensure work is sensitive to community needs and that feedback systems are in place
- Draft monthly, interim and final project reports
Qualifications:
- University degree in Civil Engineering, Architecture, Urban Planning, or a related engineering field
- Minimum 4 years of professional experience in WASH/Shelter programming
- At least 4 years' experience in humanitarian or recovery contexts
- Minimum two years' experience in team management
- Experience in complex and volatile environments
- Strong coordination experience with government authorities, clusters, national and international NGOs, and UN agencies
- Solid understanding of project monitoring, evaluation and reporting
- Proven leadership skills
- Fluency in English, written and spoken
