Development Gateway: An IREX Venture (DG) is an international non-profit organization that builds data and digital solutions for international development. DG is a consortium partner, led by IREX, implementing the Early Grade Education Activity (EGEA, also known as 'ASAS') in Jordan from 2023 to 2028, funded by the U.S. Department of State. The program aims to improve the quality of early grades (K-G3) education outcomes for children in Jordan. DG's role focuses on strengthening data use across Jordan's education sector, enhancing user-centered digital solutions, supporting the digitization of institutional data systems, and supporting the integration of the national AI policy into the education sector through AI readiness diagnostics.
The DG Program Lead is a senior, full-time staff position (not consultancy) based in Amman, embedded in the ASAS project office. The Program Lead manages DG's arm of the ASAS program, bridges relationships within the consortium and with external partners, and guides and mentors technical experts across DG and IREX. The role reports to DG's Deputy Director of Programs (UK-based) and works closely with Jordan country leadership and consortium partners. Expected salary range is USD 55,000–69,000 per year, depending on experience.
Responsibilities:
- Project management and delivery: lead day-to-day management of DG's ASAS activities, ensuring timelines, deliverables and budgets are met; maintain work plans, activity trackers and budgets; ensure timely quarterly and annual programmatic reporting; identify capacity gaps and flag needs for consultants or hiring; support set-up of additional DG programs in Jordan or the wider MENA region.
- Strategic advisory and oversight: maintain a strategic view across DG-led workstreams, identify emerging political, institutional and technical risks early, review external-facing knowledge products, and contribute to business development.
- Stakeholder convening and steering: convene working groups and strategic dialogues, build relationships with government counterparts such as the Ministry of Education and the Queen Rania Center and with partner universities, and represent DG and ASAS at external events.
- Partnership building: serve as DG's embedded lead in the IREX-hosted ASAS office, mentor technical experts, and engage Jordan's Ministry of Education and university stakeholders transparently.
Qualifications:
- 8+ years of experience in complex, multi-stakeholder environments, with a proven record of managing high-level institutional relationships.
- Demonstrable experience building strategic relationships with government stakeholders in Jordan (particularly the Ministry of Education), and deep domain experience in digital policy, data ecosystems or early grade education.
- Professional fluency in written and spoken Arabic and English.
- Bachelor's degree in Public Policy, Education, Information Systems, STEM or a related discipline.
- Preferred: Master's degree in education, public policy or a tech-related discipline; experience in qualitative research, assessments and trainings; AI policy or AI-in-education experience; international experience.
