EngenderHealth is seeking a Senior Team Lead (Team Leader) for the anticipated World Bank-funded, Government of Tanzania-led Project for Advancing Gender Equality in Tanzania (PAMOJA), based in the Tanzania Country Office in Dar es Salaam. The project supports the Ministry of Community Development, Gender, Women and Special Groups (MoCDGWSG) to adapt, pilot, refine and scale up a community-based social norms change and GBV prevention program, based on the Bandebereho/Program P couples-based model, from two pilot councils to 15 councils across Tanzania Mainland.
The Team Leader provides overall leadership and strategic direction across four concurrent technical strands: formative research, program/curriculum adaptation, training of trainers, and monitoring, evaluation and learning (MEL). Responsibilities include supervising staff, consultants and partners; ensuring technical excellence and adherence to gender equality, social inclusion and safeguarding standards; maintaining curriculum fidelity from pilot through scale-up; leading planning and implementation reviews; coordinating with MoCDGWSG, PMO-RALG and the PAMOJA Project Implementation Unit; acting as primary point of contact with the World Bank and government counterparts; and ensuring lessons learned are disseminated through progress and final reports. Reports to the Country Representative, Tanzania.
Requirements: Master's degree in Gender Studies, Social Sciences, Development Studies or a related discipline; at least 8 years managing GBV prevention and/or community-based development programs; experience as Team Leader on at least two similar projects involving qualitative and participatory research (GBV, social norms, masculinity, family dynamics); experience implementing community-based GBV programs in Tanzania and at least two other Sub-Saharan African countries; experience with Bandebereho adaptations or similar couples/parenting models; strong understanding of Government of Tanzania structures; experience leading teams of at least 20 staff, including district-embedded teams. Full professional proficiency in English and Kiswahili and authorization to work in Tanzania are required. World Bank or other international donor experience is preferred. Regular domestic travel is required.
The position is fixed-term, full-time, contingent upon funding and donor approval, with an anticipated start date of January 2027. There is a strong preference for national Tanzanian candidates with international experience.
