An experienced, motivated Monitoring, Evidence, Accountability, and Learning (MEAL) Manager is sought to lead the strategic direction and quality assurance of MEAL in NRC's Palestine country office. The role holder will design and implement a strategy, SOPs, and budgets for the function, ensuring the Country Office meets and exceeds NRC's MEAL minimum standards, and will lead the CO learning agenda and evaluation planning to feed into programme and strategic decision making. Responsibilities include supporting design of theories of change, MEAL tools and indicators; developing and signing off on logframes; contributing to CO-level MEAL policies and guidance; supporting implementing partners with best MEL practice; institutionalising learning through evaluations and after-action reviews; acting as in-country focal point for programmatic digital systems; harmonising monitoring approaches across area offices; and engaging with Global MEAL units. Requirements: minimum 6 years of MEAL experience including managerial experience with an NGO/international organisation, preferably in emergency or post-conflict settings supporting IDPs; a Bachelor's degree in Statistics, Information Systems Management, Social Sciences, Development Studies or related field; strong understanding of MEAL principles and quantitative/qualitative methods; experience with mobile/online data collection and data management platforms; experience coordinating with the UN system, INGOs, donors and local authorities; advanced spoken and written English; and familiarity with the political and humanitarian context in Palestine. Applicants must be legally eligible to work in Palestine; NRC cannot provide work permits or visa sponsorship for this position. Duty station: West Bank, Palestine or Gaza. Travel: approximately 30%. Salary: Grade 9 on NRC's Palestine National salary scale.
