The NRC Country Office based in Tunis supports Area Offices located in Tripoli and Benghazi, with humanitarian interventions in Shelter and Settlements, Education, and ICLA-Protection from Violence. NRC's programming in Libya has a strong humanitarian, protection and resilience focus aimed at meeting vital needs through sustainable solutions and integrated programme responses. This position is open to Tunisian and Libyan national staff and will be based either in Tunis, Tunisia, or Tripoli, Libya. The MEAL Coordinator will coordinate and adapt NRC's Monitoring, Evidence, Accountability and Learning systems and standards at Area Office and/or Country Office level, ensuring MEAL systems, plans, tools, and procedures are effectively implemented, and providing technical supervision, capacity building, and guidance to MEAL staff and programme teams. Responsibilities include line management, supporting MEAL SOPs and tools, coordinating harmonisation of MEAL systems, supporting programme design through review of Theory of Change and logframes, providing technical support on assessments and outcome monitoring, ensuring evidence from monitoring and evaluations informs learning and adaptation, supporting partner capacity building, and providing rapid MEAL support to emergency responses. Requirements: minimum 3 years of MEAL experience including at least 2 years in a managerial position with an international NGO, preferably in emergency or post-conflict settings; Bachelor's degree in Statistics, Information Systems Management, Social Sciences, Development Studies, or related field (or 5+ years relevant experience without a degree); strong understanding of MEAL principles and quantitative/qualitative methods; skills in data analysis and mobile/online data collection systems; experience coordinating with the UN system, INGOs, donors, and local authorities; working knowledge of English required.
