Location: Dar es Salaam, Tanzania
The Senior Technical Advisor, Quality Improvement (QI), provides technical expertise and hands-on support to strengthen the quality, performance, and continuity of HIV and TB-related care and treatment services under the EpiC Project in Tanzania. The position supports Police and Prisons health facilities, as well as public-sector health facilities, to improve service delivery outcomes through quality improvement methodologies, data-driven decision-making, supportive supervision, mentorship, and systems strengthening. The Advisor works closely with facility teams, councils and regional health management teams, and project staff to identify service delivery gaps, implement and monitor QI plans, strengthen multidisciplinary quality teams, and promote sustained improvements in HIV testing, linkage, retention, viral load suppression, TB screening, EMTCT integration, index testing, and differentiated service delivery. Responsibilities include leading QI activities aligned with national HIV/TB guidelines, facilitating PDSA cycles, root cause analysis and process mapping, strengthening QI governance structures, conducting supportive supervision and mentorship visits, building capacity of technical officers, reviewing service delivery data, and preparing technical and donor reports. Requires a Master's degree in public health, health services management, medicine, or nursing combined with a relevant clinical/health bachelor's degree, plus 12+ years of experience in HIV/public health programming, QI leadership, and USG-funded projects, with strong familiarity with Tanzania's health system and experience using DHIS2, Power BI, and statistical software.
