FHI 360 seeks a Finance and Operations Director (DFO) for its Thailand portfolio, which includes the EpiC project, STRIDES Activity, and other donor-funded initiatives supporting Thailand's health security, HIV epidemic control, and health systems strengthening. Reporting to the Regional Finance and Operations/Asia Pacific team and Project Directors, the DFO will oversee all financial management, operations, administration, procurement, and grants functions, ensuring compliance with FHI 360 policies, U.S. Government regulations (2 CFR 200, FAR), and Thai laws. Responsibilities include leading budget planning and execution, managing risk and compliance frameworks, overseeing subawards and partner capacity building, ensuring timely donor reporting, representing the project with donors and government counterparts, and mentoring finance and operations teams. Requires an advanced degree in Accounting, Finance, or Business Administration (CPA/ACCA/CIMA preferred), 12-15 years of progressively responsible experience in financial and operational management of large donor-funded programs with at least 7 years in senior leadership, deep knowledge of U.S. Government-funded awards and 2 CFR 200/FAR, and strong preference for Thai nationals or candidates based in Thailand. Fluency in English required.
