The Norwegian Refugee Council (NRC) is seeking an experienced Protection from Violence Project Manager to lead the implementation and quality delivery of protection programming in Gaza. The role leads NRC's Protection programming, currently focused on Individual Response Services, including Protection Case Management and Individual Protection Assistance, with opportunities to develop and expand Civilian Self-Protection activities. Key responsibilities: lead effective implementation of Protection projects in line with NRC strategies, proposals, budgets and donor requirements; provide technical leadership and quality assurance across Protection from Violence programming; manage, mentor and build capacity of Protection project teams; lead Protection Case Management and Individual Protection Assistance programming, including tools, SOPs and case-management systems; support development of Civilian Self-Protection activities and community-led protection initiatives; ensure monitoring, evaluation, learning and reporting; monitor protection risks and trends; represent NRC in relevant clusters and coordination forums; advocate with stakeholders to address protection risks. Requirements: minimum 3 years of experience in a senior-level project implementation position in a humanitarian/recovery context; proven experience managing humanitarian protection projects and teams with technical expertise in general protection case management and Individual Protection Assistance; experience in low-resource and complex humanitarian settings; experience with community-led initiatives, negotiations and advocacy is an asset; knowledge of the Palestinian context; experience with humanitarian coordination structures including IASC/UNHCR-led mechanisms; strong organisational, communication and representation skills; fluency in English, Arabic proficiency highly desirable. Duty station: Gaza, Palestine. Fixed-term contract: 12 months national contract, renewable based on performance, funding and need. Grade 8 on NRC's national grading structure.
