NRC is looking for a Human Resources & Administration Manager to join the Moldova mission. The role holder will provide strategic and operational leadership for all HR and Administration functions within the NRC Moldova Country Office, ensuring HR and administrative systems, processes, and practices are effective, compliant with NRC standards and local legislation, and responsive to the needs of the Country Office. The role holder is responsible for providing expert advice and guidance on people management, workforce planning, recruitment, performance management, staff development, employee relations, and administrative matters.
Key responsibilities include: people leadership of the HR and Administration Team (performance management, workforce planning, recruitment, induction, development, duty of care); training, support, control, and development of HR teams; employment standards and HR policy adherence; labour law compliance; people management support and training for management; HR analysis and reporting; safe and standardised filing of documents; Safe and Inclusive Programming Minimum Standards implementation; and promotion of Prevention of Sexual Exploitation and Abuse standards.
Requirements: senior management experience in a humanitarian/recovery context; expertise in Moldova labour law, employment practices, and regulatory requirements; knowledge of the humanitarian/recovery context in Moldova and the operating environment of international NGOs; a track record managing and improving HR systems and processes; experience managing HR and administrative functions in a changing, complex organisational environment; a track record advising internal stakeholders; expertise in local labour market practices and HR trends; exposure to complex and volatile contexts; and fluency in English and Romanian, written and verbal.
Duty station is Chisinau, Moldova, on a 12-month contract with approximately 10% travel, at Grade 9 in NRC's National Salary Scale. This position is only open to candidates with legal eligibility to work in Moldova; NRC is unable to provide work permits or visa sponsorships.
