The Operations Director is responsible for the overall management of Concern Afghanistan's support functions (administration, HR, logistics, procurement, warehousing, fleet management), ensuring systems meet programme needs, and provides strategic direction as a Country Management Team member, including supervising security management.
Key responsibilities: strategic leadership within the CMT and country strategic planning; external engagement, legal compliance, and inclusive operations (registration, licenses, permits, negotiating female-staff access); security, access, risk, and assurance as National Security Focal Point; people management of HR/admin/logistics/procurement/fleet/facilities/IT teams; operational delivery and resource stewardship; accountability for CHS commitments and complaints-response mechanisms.
Required: relevant degree or equivalent experience in operations, management, supply chain, HR, or administration; substantial senior operational leadership experience in an INGO, humanitarian organisation, or comparable complex international setting; experience managing security/operational access in insecure or volatile contexts; experience engaging government authorities on sensitive operational/legal matters; fluent English; willingness to be based in Taloqan with frequent regional travel.
