Type of contract: Employment. Contract duration: 2 years with possible extension. Work time: Full-time (40 hours per week). Reporting to: MEL Lead. Location: Europe, Africa (Time Zone UTC -1 to +3), hybrid. Start date: November 2026.
 
Background: The Global Survivors Fund (GSF) was launched in October 2019 by Dr Denis Mukwege and Nadia Murad, 2018 Nobel Peace Prize laureates. Its mission is to enhance access to reparations for survivors of conflict-related sexual violence around the globe. GSF provides interim reparative measures where states or other parties are unable or unwilling to meet their responsibilities, advocates for duty bearers and the international community to develop reparations programmes, and guides states and civil society with expertise and technical support for designing reparations programmes. A survivor-centric approach is the cornerstone of its work.
 
Role Summary: The MEL Officer will support GSF's growing portfolio of reparative measures projects, ensuring evidence, learning and accountability remain central to work with survivors of conflict-related sexual violence. Working within the MEL team, the Officer supports delivery of MEL priorities and outputs at country and organisational levels, including monitoring activities, learning and reflection processes, reporting requirements, and implementation of GSF's evaluation methodologies. A key focus is the design, coordination and implementation of qualitative research approaches to generate evidence on the results of reparative measures projects.
 
Responsibilities: Support monitoring activities for assigned projects with country coordinators; report against GSF's KPIs and other indicators; assist routine reporting with accurate, timely indicator data; supervise, coordinate and adapt mixed-method impact evaluations with survivors and partner organisations; oversee data collection using tools such as Kobo Toolbox, ensuring quality, ethical compliance and survivor-centred principles; analyse quantitative and qualitative data using Excel, Stata, Power BI and NVivo; write and contribute to evaluation reports and presentations; facilitate end-of-phase reviews, lessons-learned workshops and reflection processes; promote use of evidence for adaptive programming; draft learning notes and tools; contribute to theories of change and logical frameworks; train partner organisations, consultants and country teams on MEL methodologies remotely and in-country; provide in-country MEL support including international travel; represent the MEL function internally and externally.
 
Requirements: Advanced university degree (Masters-level) in Social Sciences, Education, Development Studies or a related field; at least 5 years' professional experience in monitoring, evaluation, research and/or learning roles; experience designing and conducting research with survivors of conflict-related sexual violence and children is an asset; demonstrated commitment to ethical research practices, safeguarding, confidentiality and protection of survivors; experience contributing to MEL frameworks, tools and indicator matrices; excellent writing, reporting and communication skills; fluency in English required, French, Spanish and/or Arabic an asset; ability to work independently with remote teams; willingness to travel internationally (estimated 20%); previous experience in sexual health and reproductive rights, gender-based violence and/or work with survivors of conflict-related sexual violence including in humanitarian settings; experience evaluating education-focused programmes and conducting evaluations involving children; knowledge of reparations processes and survivor-centred approaches.
